Dils also was instrumental in forming the Buena Vista State Wildlife Area Habitat and Access <br />Improvement Project, a Trout Unlimited project. <br />"Reed's intense affection for the Arkansas gained him a keen knowledge of the needs of user groups," <br />said Phil Reynolds, a Southeastern district staffer who coordinates the awards committee. "Over the <br />years, his experiences allowed him to work with a variety of interest groups and build a consensus which <br />he realized early on would be the only way to keep the Arkansas River in balance." <br />Dils said he has every intention of continuing his commitment to conservation as a CWCB member, <br />noting that his experience is building. <br />"It's amazing how once you get on the CWCB how many more people know you," Dils said. "As far as <br />getting the CWCB appointment, I don't think I would have gotten it without my three years on the <br />Southeastern board. It gives you a broad perspective on the issues." (Source: Pueblo Chieftain) <br />COTTONWOOD CREEK GAGE NEAR BUENA VISTA - In March of this year, staff entered <br />into a joint funding agreement with the USGS for the installation and rating of a staff gage on Little <br />Cottonwood Creek below Road 361 near Buena Vista. Staff had the gage installed as part of a "Fishing <br />is Fun" grant for the Harmon State Wildlife area in cooperation with the Town of Buena Vista, DOW and <br />TU. The primary purpose of the grant was to provide for habitat improvements on the creek as well as <br />public education and access. The gage was an in-kind donation by CWCB that should help with <br />administration of the Board's 20 cfs ISF right on this reach of Cottonwood Creek.
