FY 04/03 Counties: All of the Boulder County levees have been identified; The CWCB has <br />submitted a scope outline for completing the DFIRM work for Boulder County and has received <br />money. The City of Boulder is still working on determining their approach as to how all of their <br />levees will be mapped and if they plan to certify all seven of their levees. Once there is an <br />approach as to how the levees will be mapped and all of the data from the City of Boulder is <br />received the CWCB can move forward with their effort to complete the Boulder Countywide <br />DFIRM project. The effective date is still unknown. (Tom Browning) <br />ARKANSAS RIVER BASIN <br />ALLARD/SALAZAR INTRODUCE ARK VALLEY PIPELINE LEGISLATION - 52974 <br />was delivered to the Sen. Energy and Natural Resources Committee-Subcommittee on Water and Power. <br />The Bill would allow the U.S. Bureau of Reclamation to move forward with the construction of the <br />Conduit first authorized as part of the Fryingpan-Arkansas Project. The Bill includes a 65135 cost share <br />agreement between Reclamation and Communities in the Lower Arkansas River Basin. (Randy Seaholm) <br />TRANSIT LOSSES AND TRAVEL TIMES OF RESERVOIR RELEASES ALONG THE <br />ARKANSAS FROM JOHN MARTIN RESERVOIR TO THE COLORADO-KANSAS <br />STATE LINES -The recently released report brings to conclusion the multi-year study authorized by <br />the Arkansas River Compact Administration. The Transit Loss study, done by Livingston Professional <br />Services-Hydrologic Sciences, provides information critical to future administration of the Arkansas <br />River Compact. See Attachment 6d-10. (Randy Seaholm) <br />REED DILS HONORED -Newly-minted Colorado Water Conservation Board member Reed Dils <br />was honored by Arkansas Valley water users for his years of work on water and conservation issues. <br />Dils, a retired outfitter from Buena Vista, was presented the Bob Appel Friend of the Arkansas River <br />award at the opening luncheon of the 2008 Arkansas River Basin Water Forum. <br />"I was honored and surprised," said Dils, appointed to the CWCB last month by Gov. Bill Ritter. "I <br />believe that through education and collaboration we can improve the river for everybody." <br />Dils, who has represented Chaffee County on the Southeastern Colorado Water Conservancy District <br />since 2005, has spent more than 30 years working on both recreational and environmental issues <br />associated with water. <br />Dils was elected by the Arkansas Basin Roundtable as its recreational representative in late 2005, was a <br />founding member of Collegiate Peaks Anglers Chapter of Trout Unlimited and represented his own and <br />other river rafting companies when whitewater experiences were a fledgling industry for the Arkansas <br />River. <br />In the mid-1980s, he was involved in the formation of the Arkansas River Headwaters Recreation Area, <br />and subsequently helped to develop the voluntary flow program for the Upper Arkansas River in 1990. <br />11 ~~~ <br />~~ <br />
