April 7, 2008 <br />Report from the IBCC Representatives <br />Marc Catlin reported that both he and Bill Trampe had attended the IBCC meeting in Denver. He <br />felt that the meeting was an "exercise in visioning" of what Colorado should be like in the future. <br />He said that if things continued as they were going, there would be no more agriculture, little <br />recreation, and little environment left for the future. He felt that all available resources had already <br />been used up, and no water could be taken from anywhere that wouldn't be missed somewhere else. <br />He mentioned that the minutes of the IBCC meeting was posted on the website, and encouraged <br />everyone to read it. <br />Report from the Educational Committee <br />There was no Educational Committee to make a report to the Roundtable. <br />George Sibly announced the Gunnison Water Workshop is scheduled for May 14-16. George also <br />reported that the IBCC Education Working Committee had made 20 scholarships for $200 each <br />available to Roundtable members on a first come first serve basis. Application forms were available, <br />and should be faxed. The information was available on the website at Western.edulwater. <br />Dennis Steckel, being the only remaining member of the original Educational Committee (Pete <br />Kasper and Randy See were no longer members of the Roundtable), was handed as the Education <br />Committee responsibilities. <br />Steve Glazer later nominated newly voted in At-Large member George Sibley to join Dennis Steckel <br />on the Educational Committee and George accepted. It was left to the two of them to decide which <br />would be the Educational Liaison to the IBCC. <br />Report from the Black Canyon Quantification Committee <br />John McClow reported that there had been three mediation sessions since the last Roundtable <br />meeting. He said he was cautiously optimistic to report that they were close to a resolution. There <br />was one more session scheduled. There were drafts of the proposed decree being circulated, and <br />possibly there would be a stipulated settlement soon. <br />1. Snow and Avalanche Studies <br />Chris Landry with the Snow and Avalanche Study Center made a presentation to the Roundtable <br />on studies conducted in the San Juan Mountains and other areas in the Great Basin on dust in <br />snow and its effects on runoff. <br />2. Statewide Non-Consumptive Needs Assessment <br />Sue Morea of CDM gave an update on the status of the non-consumptive attributes lists and <br />mapping. She passed around a copy of the first quarterly newsletter of the IBCC and discussed <br />its contents. The survey was discussed, and it was mentioned that they were still in the process <br />of gathering information, and that it would be the last chance to provide input for the survey if <br />there were anyone hadn't done so yet. Once the attributes have been quantified and prioritized, <br />quantities will be determined. <br />Sue Morea announced that CDM would like to have a small workgroup from the Roundtable to <br />work with Hal Simpson, also of CDM, on agricultural consumptive needs. The volunteers for <br />that workgroup were Ken Spann, Marc Catlin, Bud Burgess and Tom Kenyon. <br />3 <br />
