Identify opportunities and suitability of river reaches for restoration. <br />History of CWCB funding of the Grand County Stream Flow Management Plan. Grand <br />County has applied for and received two grants from the CBRT for the Stream Flow <br />Management Plan. The first grant for $30,000 (approved by the CBRT in December 2006) <br />to conduct Phase I was turned down by Grand County because the CBRT imposed the <br />condition that the results of the Stream Flow Management Plan could not be used in any <br />future legal action. The second grant request for $100,000 (approved by the CBRT in <br />December 2007) to conduct Phase II was returned for changes to Grand County because the <br />CBRT believed that Grand County did not permit Denver and the Northern Water <br />Conservancy District to adequately participate in the design and implementation of Phase II. <br />1.
