will be made by the Grand County Stream Management Plan underscores the irrationality
of the CWCB's refusal to fiord the Grand County study.
The membership unanimously provided its conceptual approval of the Non-Consumptive
Needs Assessment approach taken by the Committee, as well as the two identified pilot
projects.
8. Mapping the Colorado Basin Roundtable's Water Policy Network: An overview
of the results of the survey was presented by representatives of the Colorado Institute of
Public Policy and the Center for Systems Integration. The final report is available on
their website at: www.csi-policy.org. There was extremely high participation by the
Roundtable in this survey. This was a pilot project which will now be presented to other
Roundtables.
Attendees briefly discussed the findings and reconunendations of the study. A facilitated
brainstorming session on what we do with the study's recommendations was suggested as
a "next step."
9. February 22, 2008 Letter from the South Platte, Metro and Arkansas Basin
Roundtables: The Southwest and Guniuson Roundtables have stated that they would
like the Colorado River Water Conservation District to take the lead on drafting some
"tallcing points" for a unified response to this letter. Jim Polcrandt suggested that we
consider sending some "formal emissaries" to the Roundtable meetings in these other
basins. Kirk Klancke suggested that an appropriate topic for discussion would be how
we meet our appropriation obligation as a state. Rachel Richards felt the response should
be "content rich" on the various issues we face. Tom Clark suggested that it would also
be appropriate to look at other obligations of the Basins (e.g., a Compact Call).
Ken Neubecker questioned whether the South Platte, Metro and Arkansas Basin
Roundtables were attempting to do the same thing that the IBCC is trying to do -
"exploring a range of possible solutions for Colorado's Water Supply." John Redifer
suggested that we may not really understand what the IBCC is doing and that we all
might benefit from direct communication with each other.
4
