ii. John Redifer noted that the Roundtable leadership should be aggressive in
scheduling and coordi~iating these meetings and expressed interest in attending
some of them.
iii. Lane Wyatt expressed an interest in getting further feedback before the
Roundtable formally signs-off on the concept proposed by the Committee.
iv. There was general accord that public feedback should be unlimited; Rod indicated
that he would like to discuss with Eric Hecox how we would handle unlimited
public feedback from these meetings.
v. There was a discussion of resources available for these meetings. Attendees felt it
would be important to have consistency in the materials (e.g., maps, handouts)
used at the Town Hall meetings. Rod will check if it is possible for the
Roundtable to use some of its budgeted funds to produce these materials. Alan
Martellero stated that he would make members of his staff (e.g., water
commissioners or engineering staff] available to participate in these meetings as
long as extensive travel was not required (due to budget constraints).
It was agreed that members should email Rod: (a) with comments on what they would
like to see included in the Town Hall meeting packet; and (b) advising him if you would
like a meeting scheduled in your jurisdiction. The Committee will work on a tentative
schedule for these meetings.
b. Nonconsumptive Needs Assessment Committee: Lane Wyatt gave a presentation
on the Committee's approach to the Nonconsumptive Needs Assessment and noted the
two pilot projects recommended by the Committee for testing the CSU methodology
previously presented to the Roundtable. The two projects are: (i) the Colorado River
main stem, from Kremmling to Glenwood Springs, and (ii) the Roaring Fork Watershed.
Application of the methodology to the Colorado River main stem will benefit the BLM's
Wild and Scenic River initiative and make use of lalowledge gained upstream as a result
of Grand County's Stream Management Plan.
Attendees were asked to review both the memorandum summarizing the "Recommended
Approach to Noy-C,ons~i~m~tive Needs, "prepared by the Committee, and the maps and
matrix of streams prepared by the consultant. Corrections/additions/deletions were
requested.
There was discussion regarding what is meant by "assimilative capacity" under the
"Water Quality" section of the memorandum's summary of "Key Functional Attributes."
Members were encouraged to put their questions/concerns in writing and forward them to
the consultant, Nicole Rowan of CDM, who also presented. Her contacts are CDM, 555
17th Street, Suite 1100, Denver, CO 80202; direct/fax 303.383.2410; mobile
03.919.9552; Denver Receptionist 303.383.2300.
Lurline Curran noted that, when the Grand County Stream Management Plan, Ph. III, is
done, it will have answered the stream flow quantification questions for their part of the
Basin. It will also serve as a "template" for other parts of the Basin. The valuable
contribution to the Non-Consumptive Needs Assessment (mandated by HB OS-1177) that
