Lateral 135 may have to valve the delivery point to <br />the west just on the north side of E Road but otherwise the system could be made a <br />closed system thus eliminating the need for a spill. The 135 Lateral could have a drain <br />for emptying the delivery pipe in the fall but it would not be allowed to be open all of the <br />time. The effort would reduce the base flow in the District's piped Beswick Drain system <br />at the rear of the lots on the south side of Gunnison Avenue. Elimination of the spill into <br />the District's rear lot pipe south of Gunnison Avenue will aid significantly in the ability of <br />the Drainage District to relieve ground water table problems in the area while <br />simultaneously transporting surface runoff without flooding properties. <br /> <br />4. The District wants to have good and reliable contact numbers for the operators of the <br />Lateral 135 system. Historically phone numbers of the President or Chairman, and at <br />least one other person has sufficed. <br /> <br />5. By participating in the filling of the combination ditch there is no commitment on the part <br />of the Drainage District for continued operation or maintenance of the drain line that <br />Lateral 135 is being made to install (by Natural Resources Conservation Service) <br />parallel to the new pipe for the irrigation delivery system. <br /> <br />6. The District wants a Lateral 135 representative to accompany District staff in a door-to- <br />door contact of the homeowners who back to the ditch that must be filled. The exercise <br />will involve approximately fifty trips of ten-yard (tandem axle) dump trucks backing down <br />from E Road. That almost quarter mile in reverse will mean a lot of beeps from the back <br />up alarms. The skid steer loader that will level the fill must have a back up alarm. It is <br />clearly understood by District personnel that the noise is disturbing! The District wants <br />lateral 135 representative with the District representative when visiting the neighbors to <br />warn them before the project begins. In lieu of door-to-door visits a meeting and letter <br />and/or door hanger could work but it must be a cooperative and combined task. <br /> <br />7. There are two or three trees that may need some trimming to allow the trucks to pass <br />without damage to both the trees and trucks.
