Colorado State Parks is very concerned that the Corps of <br />Engineers Land Use Development Policy (LUDP) in regards to Chatfield Reservoir and <br />Chatfield State Park will not be a plan based on "in kind" replacement but instead would <br />necessarily result in a diminished recreation experience with fewer facili6es and/or inconvenient <br />access to these facilities. <br /> <br />Following review and analysis of the implications of the revised IO-year flood pool elevations at <br />Chatfield Reservoir, it appears that key components of the recreation mitigation plan can not be <br />relocated and still provide the "in kind" facilities and recreational experience. More specifically, <br />the Corps of Engineers LUDP does not allow any building construction below the I O~year flood <br />pool elevation. This policy greatly impacts the replacement of all buildings inundated by the <br />5444 msl reallocation pool. For example, in the swim beach vicinity the IO-year flood pool <br />(5453.7) elevation is located at the base of Wadsworth Boulevard, a distance approximately <br />1,800 fed from the present buildings and a location far from the future shoreline. Re-locating <br />the restrOdms, first aid station, and other buildings associated with the swim beach to a location <br />above the 1 a-year flood pool elevation would simply not be a viable option as these facilities are <br />functionally dependant on their proximity to the reservoir. A solution based on placing fill <br />material to elevate buildings above the 1 O-year pool elevation is equally problematic, requiring <br />extensive earth moving and fill depths approaching 20 feelin places. <br /> <br />Similar constrnints occur at other use areas at the reservoir that have buildings and structures that <br />are functionally dependant on their proximity to the 5444 msl elevation of storage and will be <br />relocated due to the Chatfield Reallocation Project. <br /> <br /> <br />,,' De-2r' <br /> <br />/"reas <br /> <br />L:\'"2C1:0. <br /> <br />\."V;Jts.(;.n. r-;=,1~~rnDer <br />
