Due to the difficulty the District has had in finding water rights to purchase,
this policy has delayed or stopped several significant proposed developments.

Figure 2-1
Chart Showing Augmentation Water Sales

San Luis Valley Water Conservancy District
Certificates/Contracts Water Sold Each Year

90
80
70
60
ll;=
l!! 50
u
11l
.: 40
CII
'tV
:s: 30
20
10
0
1980 1985 1990 1995 2000 2005 2010
Year

3.0 PROJECT DESCRIPTION

3.1 Analysis of Alternatives

3.1.1 Alternatives

For approximately the last ten years, the District has recognized a need to acquire
additional water rights for inclusion in its Augmentation Program. Multiple possible
water rights sources have been investigated. Transactions have been made with
developers who have made surface irrigation water rights available to the District in
exchange for the District providing the developers with sufficient augmentation water to
meet the needs of their developments.

Once the irrigation water rights are changed for use in the District's Augmentation
Program, the remaining portion is placed in the District's inventory. However, until the
potential purchase of the Weaver portion of the Pine River Weminuche Pass Ditch
addressed below became available, the District had determined no other outright water
right purchases feasible. Alternate water rights have been offered at costs significantly
above market value or title deficiencies have existed.

E01662

8

~~_ Jt s:~~E~,iWl~"I". .~.
~~"-- .-.__:",. ,d-l,g.J.J~"",:Il.l1.Jt:i
/5=5) 7i-~;i,' Q~ ~~ll~Jt:~" j:r)iJt.
