Water was stored that was not <br />required to meet the 2007 augmentation <br />water obligations. <br /> <br />In 2007 maintenance work was <br />continued on the Pine River I <br />Weminuche Transmountain Ditch. This <br />was the fourth year of a multi-year <br />program to repair and upgrade the ditch <br />to raise the capacity of the Ditch to <br />handle the associated water rights. <br /> <br />The District continued to support the <br />Saguache Creek Water Users <br />Association, as they have for more than <br />15 years, with funding for the <br />maintenance of their irrigation system. <br /> <br />The District continued to seek additional <br />opportunities to acquire suitable water <br />rights. On a case-by-case basis the <br />District continued with its requirement <br />that developers wanting more that 3.00- <br />acre feet of augmentation water, had to <br />provide the District with acceptable <br />water rights to the District. The District <br />woufd then take these water rights <br />through Water Court for the change in <br />beneficial use to the District's <br />augmentation program. This would <br />provide a source of augmentation water <br />to the developer. In 2007, there was an <br />instance when a developer was not able <br />to meet this requirement, which <br />postponed the planned development. <br /> <br />RIO GRANDE HEADWATERS <br />RESTORATION PROJECT <br /> <br />In 2007, the Project was <br />supported by the District, <br />provided management <br />administrative support, and by a <br /> <br />again <br />which <br />and <br /> <br />. donation from the Rio Grande Water <br />Conservation District. In addition, the <br />Project received small donations to the <br />Foundation. In the fall of 2007, the <br />Project retained the services of a <br />volunteer for a 12-month period. <br /> <br />In 2004, the Project was a recipient of a <br />$150,000.00 EPA 319, Non-Point <br />Source grant for riparian restoration on <br />the Rio Grande. This work is being <br />partnered with the Monte Vista, <br />Colorado, Office of the Natural <br />Resources and Conservation Service <br />(NRCS). At the end of 2007, fifteen <br />projects had been completed; an <br />additional three projects are scheduled <br />for completion in 2008. <br /> <br />The Project received funding of <br />$10,000.00 from the Colorado <br />Watershed Protection Fund, and <br />$7,500.00 of Severance Taxes through <br />the Colorado Water Conservation <br />Board, to develop a Rio Grande <br />Watershed Restoration Strategic Plan, <br />covering the river from jts headwaters to <br />the Colorado I New Mexico state line. <br />Additional funding of $25,000.00 was <br />obtained from the EPA's 319 Watershed <br />Planning Grant Program. In April 2007, <br />the Project completed the Rio Grande <br />Watershed Restoration Strategic Plan, <br />covering the reach of the Rio Grande in <br />Colorado. This Plan has been <br />referenced in grant applications by third <br />parties addressing conservation issues <br />in the Rio Grande corridor. <br /> <br />The Colorado Rio Grande Restoration <br />Foundation, a non-profit 501 (c) 3 <br />corporation continued to be the fiscal <br />agent for the Project. <br /> <br />President: Robert Felmlee, Center CO, <br />Vice-President Frank Mestas, Alamasa CO; Secretary /Treasurer: M.
