<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />~~ <br /> <br />SAN LUIS VALLEY WATER CONSERVANCY DISTRICT <br /> <br />2007 ANNUAL REPORT <br /> <br />INTRODUCTION <br /> <br />This 2007 Annual Report of the San <br />Luis Valley Water Conservancy District <br />(District) provides a status report on the <br />activities of the District during calendar <br />year 2007. <br /> <br />DIRECTORS <br /> <br />Directors and Athie Daniels (Rio Grande <br />County) and Farris Bervig (Alamosa <br />County) resigned from the Board of <br />Directors. Charles Griego (Alamosa <br />County) and Rick Davie (Rio Grande <br />County) were appointed for a four (4) <br />year term until September 6, 2011. The <br />other Directors are Robert Felmlee, <br />Chairman, (Saguache County); Mike <br />Prentice, Vice-Chairman, (Rio Grande <br />County); M. Dee Greeman, Secretary <br />!Treasurer, (Alamosa County); Ms. Karla <br />Shriver, (Rio Grande County); Doug <br />Messick, (Rio Grande County); Charles <br />Lavery; (Alamosa County); Randall <br />Palmgren, (Saguache County) and <br />Frank Mestas (Alamosa County). <br /> <br />MANAGEMENT <br /> <br />Mike Gibson remained as Manger of the <br />District. A part-time administrative <br />assistant continued to support the <br />District. <br /> <br />FINANCIAL <br /> <br />The audited 2007 Financial Statements <br />will be available for viewing at the <br />District's office during regular business <br />hours, upon the completion of the Audit. <br /> <br />There were no increases in the District's <br />fees in 2007. <br /> <br />mhg May 2008 <br /> <br />OPERATIONAL <br /> <br />During the year, the District continued to <br />assess its role in meeting future <br />augmentation water needs within its <br />service boundaries. Throughout the <br />year sales of augmentation water <br />continued, particularly in Alamosa and <br />Rio Grande Counties, primarily for <br />development. The District continues to <br />meet the current augmentation needs <br />through its existing holdings of water <br />rights. The District has approximately <br />90% of its holdings in the Pine River <br />Weminuche Transmountain Ditch <br />committed as of December 31,2007. In <br />2005, the District filed an Augmentation <br />Plan, in Water Court, case # 05CW13, <br />covering water rights acquired from <br />South Fork Ranches, LLC, under a <br />February 20, 2003, Supplemental <br />Augmentation Water Agreement. These <br />water rights are on Bear Creek. This <br />Decree was issued November, 2007. A <br />portion of this augmentation water had <br />been previously committed to the Bear <br />Creek Development of South Fork <br />Ranches, LLC. In December 2007 <br />2005, the District filed an Augmentation <br />Plan, in Water Court, case # 07CW63 <br />covering water rights acquired from <br />South Fork Ranches, LLC, under a <br />Augmentation Water Agreement. These <br />water rights are the remaining ones on <br />Bear Creek. <br /> <br />In 2007 the District received more than <br />130% of the water historically produced <br />by their main water right on the Pine <br />River / Weminuche Transmountain <br />Ditch. In addition, the 03CW41 Decree <br />yielded its anticipated 73.4-acre feet of <br />SLVWCD 2007 Annual Report <br />Page 1 of 2 <br />
