Harold Evans: Haligan Seaman project is an IPP under SWASI Phase One; our needs <br />assessment assumes that this project will be built; and if it is not built, gap. <br />Motion carries unanimously. <br />Hecoi: Reminder that we need the complete application and letter for approval for Chair. <br />3) Ducks Unlimited -Requesting Approval for $1,209,552 from the Statewide Account <br />Greg Kernohan: $1,182,000 <br />Ducks Unlimited briliging $2,353,000 to table <br />Total project: $3,253,000 <br />Will conserve 2100 acres; Restore 756 acres of wetlands; Water: 5,500 acft new or <br />retuned water <br />30 rear agreements with DU with lando~~7iers; thus, comes to $720 per acft over that <br />period of trine; habitat for ~zildlife; recreation for hunting and hunting heritage <br />Application meets 9 tlueshold levels (promote cooperation; facilitate water activity; meet <br />eater needs; optimize existing and future water supplies; economic vitality. etc. both <br />locally and tlu-oughout the state.) <br />Hevborne Project (funded last year through Roundtable); design is complete; these finds <br />are for conservation easement: DU easement's have detailed language about water; water <br />is tied to land in perpetuity; however, owners can use water for aug projects, etc; Weans <br />that they reissue their share certificates as DU as co-o~~ ner of the share certificate. <br />Fender Project; 850 acres; working to put recharge on 650 acres of the project; plan is to <br />open this to the public tlus fall; DU will sell the land in five years: to date, every asset has <br />ended up as State lands. <br />DT Ranch: 800 acres under contract; ti-~~ing to put the entire area in recharge project; <br />short tern return tine here; Morgan Cty useful; many wetlands; proposing to put pump in <br />river for recharge. <br />Drake Land Farms: DU closed conservation easement; 300 acres; worl~ing with Central <br />CO Water Conservation District to put water to work: County shut down gravel pit; <br />Central covers evap loss; landowners ~tiill do a change of rights. <br />Kernohan reviews mission of DU <br />Questions: <br />Joe Frank: Please clarify per `'to tie up ~~ ater rights•': lower holds water on that property. <br />(Recorder misses answer from Kernohan) <br />Harold Evans: Do you have matching fiands in hand? <br />Kernohan: Yes, NACRA grant last year: just received $300,000 fi-om DOW in Januas-~~; <br />conservation easements are donated; only two have been purchased. <br />Bruce Gerk: $700,000 in request is for easement value (page 26); please clarify. <br />Kernohan: Total easement value; top of market value; we are asking for $52,000 for this; <br />rest is matching funds of value. <br />Sasha Charnev_ :Conservation easements in perpetuity but agreements for 30 years, please <br />eiplaiii. <br />Kernohan: Site specific improvements for purposes are for 30 years; ask that property <br />owner maintains that for 30 years; but yes easements for perpetuity. <br />12 <br />
