--Evans distributes map of HSWMP Diversions and Facilities of the Project Participants; <br />--Halligan Seaman Project uiuque in that it is requesting a 404 permit to enlarge both <br />reservoirs (Seaman: 5000 to X3.000) (Halligan: 6400 acre ft enlarged to 40,000 acft); <br />joint application; <br />--looking to enlarge Halligan 2009-2010; Seaman looking to be enlarged in 2030; thus <br />aslang Corps to approve both projects in one study; <br />--Due to strategic location of these two locations, opportunity- to improve reach of river <br />and to improve main stem; thus in addition to increasing supply for participants, also <br />chance to do something good for river; <br />--Started in 200; NEPA process nosy in studying alternatives; preferred alternative is <br />enlargements of t«%o reservoirs: <br />--Suimner of 2007, participants were approached to see if participants were interested in <br />participating in Shared Vision Process in regulatory process; participants agreed that it <br />«ould be worth«-bile endeavor; October of 2007, participants gathered (from cities to <br />Nature Conservancy to Ducks Unlimited); concept of shared visioning is to bring <br />together all participants at beginning; shared vision includes hydrologic, ~~ ater rights, <br />~yater yield, enviromnental, stream flow, potential recreational attributes, to see if these <br />participants can come up «-ith shared vision of project; <br />--Bill Wai~~ick (Corps) has been facilitator and has proposed the development of a <br />computerized model (large eicel spreadsheet) looking at both consumptive and non- <br />consumptive needs to see if there are ~yays to model and operate these t~~-o projects in a <br />way that ~yould provide a yield for the participants needs as ~~ e11 as enviromnental and <br />rec needs (Nature Conservancy, Bob Streeter, Sierra Club, Friends of Poudre, Ducks <br />Unlimited have been present since beginning); if this is successful, this could be a model <br />for «~ater resource modeling throughout the USA for doing «ater pei7nitting through <br />regulatory process: 2"`' workshop in June: all stakeholders agreed that tlus ryas <br />«orthwhile endeavor. <br />(Halligan: FT Collins, Tri Districts; Seaman: Greeley) <br />Grant request: request for funds to help funds of development of hydrologic and biologic <br />enviromnental models that are needed for process: Greeley is contracting entity; aslang <br />for $2,000+ basin account; $76,000 from state wide account. <br />--Task to be accomplished: develop the shared visioning hydrologic model; develop <br />ecological model: Deliverable: Comprehensive Model looking at both consumptive and <br />non-consumptive needs; intent is to have operational regime for t~yo reservoirs that would <br />maximize the use of the ~yater at the same time to provide yield from reservoirs for future <br />supply- needs (to 2050): schedule is to commence modeling tlus summer to be complete <br />June 2009. <br />--Heather Knight ~yith the Nature Conservancy: reiterates involvement in project; <br />reiterates that the model could befar-reaching and that the resulting project ~yill meet <br />multiple goals in the watershed. <br />--Chandler: Rep of Corps of Engineers: From a regulator- perspective, Corps is trying to <br />avoid T«n Forks per the regulator process; contrasts ~yith long-dra~~m out regulatory <br />process of over 20 gears of litigation; ~yants to avoid some of the problems with the <br />regulatoi-~- process; looking for room to improve regulatory process; looking for <br />recommendations to facilitate these land of permitting processes: 3 years, 3 million <br />dollars bottom line of NEPA process; <br />1) Product: shared vision model does not have to stop with this process; thus, although <br />focused on North Fork of Poudre, opportunity to add on; model is very adaptable; it <br />~yould provide a baseline for other projects. <br />10 <br />
