<br />trout fishery exists in Eider Creek. Eider Creek also has a healthy aquatic macroinvertebrate population indicative of high quality <br />water. Eider Creek also supports a healthy riparian community. Instream flows aze needed to preserve and protect these biological <br />communities in addition to the existing brook trout fishery. Eider Creek also produces high quality water that serves to provide <br />. assurance that mine clean-up activities in the upper San Miguel basin (above the Town of Telluride) will continue to show <br />improvements to the river's water quality and the river's fish population. <br />Flow Quantification Analysis: I reviewed the R2CROSS output for the cross section that was collected on October 9, 1996 by <br />CDOW and CWCB personnel and have developed the following biologically based flow recommendations for Eider Creek. The <br />flow necessary to meet two hydraulic criteria is 1.0 cfs; this flow is needed to preserve the natural environment to a reasonable <br />degree for the winter low flow season. The flow needed to meet all three hydraulic criteria is 5.25 cfs; this flow is necessary to <br />preserve the natural environment to a reasonable degree during the summer higher flow season. 1.0 cfs falls outside the modelutg <br />range of accuracy for the R2CROSS estimate for Manning's "n" but in this case the 1.0 cfs flow recommendation is not driven <br />by the average velocity criterion The average velocity calculation is the only one of the three hydraulic criteria used in an <br />R2CROSS analysis that is dependant upon [he accuracy of the Manning's "n" estimate. The CDOW therefore believes that it is <br />a valid flow recommendation. The Division of Wildlife believes [hat 5.25 cfs for the summer months and 1.0 cfs for the winter <br />months will be adequate to preserve and protect the natural environment on Eider Creek. <br />If you have any questions regarding these flow recommendations or the rationale used to develop the flow recommendations, <br />please contact me at your earliest convenience.
