Construction of new embankments, outlet works or culverts, and access roads <br />at the location of the existing inadvertent storage is required. Structural improvements are <br />evaluated and will be designed to assure performance of the facility in accordance with <br />sound engineering practice and the requirements of the Office of the State Engineer. <br />Costs are developed that reflect the cost of property acquisition, design and construction. <br /> <br />The benefit of flow reduction in the downstream channel resulting from storage is <br />quantified and incorporated into the evaluation of the selected detention alternative. In <br />many cases, the size of the detention facility differs from storage available under current <br />conditions. This has been done to meet a target downstream discharge rate that provides <br />some broad flood 'control btnefit. In most cases, this target discharge was selected to <br />prevent downstream ditch overflows and subsequent flooding. <br /> <br />3.1.1 Storage above Stub Ditch at Reservoir M&N <br /> <br />Reservoir Site M&N is located to the north of the Stub Ditch channel in the vicinity of 34 <br />% Road (extended). This reservoir is an off channel storage facility. Flows in excess of <br />the Stub Ditch drainage channel capacity will be spilled into the storage reservoir. After <br />the peak flows have passed, the detained flows will return to the drainage channel and <br />make their way down the channel to Bosley Wash. <br /> <br />The inlet to the storage facility will be sized to di vert all flows in excess of 50 cfs into the <br />reservoir. During the 100-year flood, approximately 37 AF will be stored in the reservoir. <br />The storage facility will control flow in the Stub Ditch drainage channel, thereby <br />reducing the likelihood of overtopping flows leaving the channel and flowing south to the <br />Government Highline Canal. The storage will also control downstream releases to 50 cfs <br />and will reduce the flood hazard along Bosley Wash further downstream. The estimated <br />cost of this facility is $940,000. <br /> <br />. 3.1.2 Storage above 1-70 at Reservoir A <br /> <br />Storage above 1-70 has been determined to reduce the downstream impacts significantly. <br />In fact, the area is so attractive that several options for storage in this vicinity have been <br />evaluated. In each case, the storage formalizes an area of inadvertent detention.
