Project Description and Alternatives

The purpose of this project is to provide a means for the Fulton to continue
providing irrigation water to shareholders while minimizing the occurrence of future
failures of their diversion structure. Two alternatives were considered

1. The no-action alternative
2. Repair of the spillway using steel sheet pile, concrete and grout.
3. Removal and replacement of river diversion structure.

Alternative No.1 was considered unacceptable as Fulton could not deliver water to its
shareholders should the spillway fail.

Alternative No.2 provided the least expensive and most timely manner in which to
repair the structure, and would insure at least a 30-40 year life for the spillway.

Alternative No.3 was considered and dismissed as it would require several times the
amount of money and time available, and would present numerous permitting
requirements.

The selected alternative, Alternative No.2

Tetra Tech RMC ("RMC") has prepared engineering designs and cost estimates
for the project. Design plans as prepared by the RMC are attached in the back pocket of
the study, submitted with Fulton's application.

The estimated cost of the completed project is $200,000.00. The cost breakdown
is summarized in Table 1. The RMC Design report and detailed cost estimate are
included with Fulton's application along with the lowest/awarded bid of Diamond
Excavating.

Table 1.
