1697 Cole Boulevard, Suite 200
Golden, Colorado 80401
Tel: (303) 239-5400
Fax: (303) 239-5454
www.brownandcaldwell.com
March 31, 2008
Mr. Rick Brown
Intrastate Water Management and Development Section
COLORADO WATER CONSERVATION BOARD
1580 Logan Street, Suite 600
Denver, Colorado 80203
Subject: Letter of Intent for Alternative Agricultural Water Transfer Methods,
Arkansas and South Platte Basins Competitive Grant Program
Dear Mr. Brown,
Brown and Caldwell is pleased to submit this letter of intent to apply for grant funding
under the Alternative Agricultural Water Transfer Methods, Arkansas and South Platte
River Competitive Grant Program. To date, we have been attempting to organize water
owners, intended water users, and other stakeholders into a group that would serve as
co-applicants for the grant. We have been successful in developing a project proposal
that has generated much interest. In fact, the Colorado Ag Water Alliance, in
cooperation with the Ag Council, intends to forward a letter of support for this project
after their next meeting on April 8`''. In addition, the Colorado Corn Growers
Association has committed to being a co-applicant for a grant and will participate in the
matching funds requirement. We are aggressively seeking additional applicants, and we
are confident that we will have a group of applicants assembled in the near future.
We anticipate that our study will be similar to that described in the attached proposed
study approach. The goals of the study will be to establish firm operating protocols and
agreements for actually doing alternative transfers for specific water owners and
intended water users and to identify engineering, legal, and institutional requirements
for a range of alternative transfer methods. The deliverables will be agreements and
protocols that can be used by other water owners and intended water users to transfer
water and a "handbook" for water managers to use in evaluating alternative methods of
water transfer. We anticipate that this project will cost from $250,000 to $500,000
depending on the number of applicants in the group and the on the complexity of the
potentially applicable methods of water transfer sought by the applicants.
E n v i r o n ~n e n t a l E n g i n e e r s ~' C o n s u l t a n t s
