Compile, analyze and publish the results of the study. <br />Deliverable: bulletin containing the information, conclusions and recommendations for <br />proper practices when fallowing land from corn production for one, two or three years. <br />Optional bask G -Comprehensive Report on Water Leasing Concept and Super Ditch <br />Company <br />Much of the legal, institutional and technical work necessary far water leasing and the <br />creation and operation of the Super Ditch Company has already been completed. This <br />application covers most of the remaining work necessary for the Super Ditch Company to <br />become operational, with the exception of water court change casers and substitute water <br />supply plans, which are not eligible for funding. <br />The Lower District has undertaken development of water leasing as an alternative to <br />agricultural transfers from the beginning with the thought that it could be an example or template <br />for other rural areas in Colorado and the west. Recognizing that much valuable and <br />transferable information has been prepared, the Lower District is willing to facilitate preparation <br />of a comprehensive report on water leasing that would integrate the information from all of the <br />various studies and work that has occurred to date and will occur if this request is funded. <br />Deliverable: Comprehensive Report on Water Leasing Concept and Super Ditch <br />Company, with technical appendices, such as articles of incorporation, bylaws. The report <br />would integrate technical, legal, and institutional information developed in support of the water <br />leasing concept and creation of the Super Ditch Company in a manner that would provide useful <br />background information, directly usable information, and a template or roadmap for others to <br />pursue the concept in other areas. <br />11. PERSONNEL <br />Task A concerning economics will be responsibility of George Oamek, Ph.D., Honey <br />Creek Resources. Dr. Oamek has prepared the economic analyses on the water leasing <br />concept to date, which will provide continuity and efficiency. He has been working with the <br />Steering Committee as well to answer and model their questions and ideas and has good <br />credibility with the irrigators in the Lower Valley. <br />Tasks B and C involving engineering will tentatively be prepared by HDR Engineering, <br />Inc., under the direction of Dave Merritt. However, due to personnel changes at HDR, the <br />Lower District anticipates putting this work out for bid to at least three professional engineering <br />firms through an REP process if the grant is awarded. <br />Task D concerning water quality effects on the Arkansas River will be executed by <br />Timothy K. Gates and John W. Labadie, Department of Civil and Environmental Engineering, <br />Colorado State University, with the assistance of graduate and undergraduate students. <br />29 <br />
