l~i~ci~~~i~n~ <br />While this project proposes to provide interviews with ditch companies and water providers <br />to determine what their preferences and interests are and compile these into reports as final <br />deliverables, this does not exactly meet the purpose of the grant program. Specifically, the <br />program was designed to advance a wide range of alternatives from the research literature <br />stage to actual on the ground projects. While each project will certainly have its own <br />strengths and emphases, every grant request will be evaluated to ensure that it at a minimum <br />addresses the technical, institutional and legal elements of a water transfer. <br />Issue/Additional Needs: <br />An incorrect application form was used. It appears that a Water Supply Reserve <br />Account grant application form was modified. While the applicant did a great job <br />explaining the proposal, the Agricultural Grant Program application had specific <br />questions that were not addressed. <br />The proposal does not meet eligibility requirement #3 which states that each proposal <br />shall identify groups(s) of agricultural users that are or may be willing to transfer a <br />portion of their water and to identify entity(s), group(s) or area(s) where the <br />transferred water could or would be put to the new use and a description of the new <br />use. <br />• The proposal does not meet eligibility requirement #4 which states that the proposals <br />shall at a minimum describe the technical, institutional, and legal elements of the <br />water transfer. It appears that the proposal only addresses some components or <br />aspects of a water transfer. <br />• The proposal does not meet eligibility requirement #6 which requires a minimum 10 <br />percent cash match of the total project cost. <br />Staff Recommendation: <br />Since the application does not fully meet the eligibility requirements, staff recommends <br />that funding not be approved at this time for the Inquiries into Alternatives to "Buy <br />and Dry" Water Transfers and Local Government Interests". The applicant is <br />encouraged to refine the project's scope of work to meet the eligibility requirements <br />and evaluation criteria and resubmit the grant request at the November 2008 CWCB <br />meeting. The deadline for grant submittal for that meeting is September 30, 2008. <br />4 <br />
