Scope of Work <br />Town of Walden Water Supply Improvement Project <br />Matt Bliss -Engineer <br />Mr. Bliss is a water resources engineer experienced with groundwater and surf ace <br />water planning and modeling. He has collaborated on several groundwater models, <br />groundwater sustainability studies, and surf ace water planning studies including <br />water rights evaluations. In addition, he has been involved with several relevant <br />Colorado and western modeling projects, including the Rio Grande Reservoir Multi- <br />use Enlargement Study where he used the Rio Grande Decision Support System <br />(RGDSS) Statemod surf ace water model to analyze river gains and losses. Mr. Bliss <br />has incorporated operations of the Rio Grande Compact into his analysis of reservoir <br />operations and is constructing a water operations model that operates numerous <br />individual storage pools in Rio Grande Reservoir for optimization of yield and <br />releases to meet the needs of the environment, downstream irrigators and compact <br />administration. <br />Mr. Bliss has also served as a project engineer f or the HB 140o Inter Basin Compact <br />Roundtable Process and conducted an analyses of conditional water rights, <br />unappropriated water, municipal water supply operations, and return flows and <br />assisted in the preparation of a report on future administration in the South Platte <br />Basin. <br />Section 3 Budget <br />A detailed breakdown of the estimated labor, other direct costs, and subconsultants <br />for the proposed project is presented in the following matrix. <br />
