Scope of Work -Town of Walden
Water Supply Improvement Project
This Scope of Work is divided into four sections as suggested in the Grant Application
Instructions. Section 1 provides a description of each major task associated with the
project along with a functional description of who will be completing the work and a
description of the deliverables associated with the task. Section 2 lists the key
personnel proposed f or the project along with a brief description of their relevant
project experience. Section 3 presents a detailed breakdown of the costs to complete
the study, and Section 4 presents the proposed Project Schedule.
Section 1 Task Summary
Introduction and Background
In 2003, the Colorado Water Conservation Board (CWCB) completed the Statewide
Water Supply Initiative (SWSI). That study included estimates of water demands in
the North Platte River Basin through 2030. While SWSI provided a valuable coarse
assessment of water demands f or the municipal, industrial, and agricultural sectors,
the North Platte Roundtable members raised concerns that the study did not
adequately evaluate the water needs of the Town of Walden (Town). The North Platte
Roundtable requested the Interbasin Compact Committee (IBCC) to authorize the use
of HB 1400 funds to study the Town's water rights, diversion facilities, and
recommend any actions and improvements needed for the water supply system. The
engineering consulting firm, Camp Dresser & McKee Inc. (CDM), was authorized
under its HB 1400 contract with the CWCB to conduct the study. A final report was
submitted to the North Platte Roundtable in March of 2008. The report "Town o f
Walden -Water Supply Evaluation" made a number of recommendations for the Town
to consider. At a meeting on April 10, 2008, the Town Board authorized the Mayor to
sign and submit a SB 179 Grant Application and supporting documentation to the
North Platte Roundtable. The Town directed that Alternatives 1 through 4 with
modifications be included in the Grant Application. This Scope of Work includes a
description of the tasks associated with completing these f our alternatives and related
cost estimates f or completing these alternatives.
Project Objectives
The objectives of the proposed project are to:
1. Alternative 1- Construct a new collection gallery (infiltration gallery) near the
existing diversion structure at the Michigan River.
2. Alternative 2 -Adjudicate the Town's two municipal wells as alternate points of
diversion to the senior Hi Ho Ditch.
3. Alternative 3 -Rehabilitate the existing dam and diversion structure in the
Michigan River.
