Scope of Work (Summary) <br />Introduction and Background <br />In 2003, the Colorado Water Conservation Board (CWCB) completed the State~~-ide Water SupplyT Initiative (SWSI). <br />That stud~~ included estimates of water demands in the North Platte River Basin through 2030. While SWSI provided a <br />valuable coarse assessment of eater demands for the municipal, industrial, and agricultural sectors, the North Platte <br />Roundtable members raised concerns that the study did not adequatehT evaluate the «-titer needs of the To«m of <br />Walden (To~~m). The North Platte Roundtable requested the Interbasin Compact Committee (IBCC) to authorize the <br />use of HB 1400 funds to study the To~~,n's water rights. diversion facilities, and recommend any actions and <br />improvements needed for the «ater supply system. The engineering consulti<ig firm, Camp Dresser & Mchee Inc. <br />(CDM), was authorized under its HB 1400 contract «ith the CWCB to conduct the study. A final report was submitted <br />to the North Platte Roundtable in March of 2008. The report "Town ot~Walden Wate~• Su~~ly Evah~atiovr"made a <br />number of recommendations for the Town to consider. At a meeting on April 10, 2008. the To~tin Board authorized the <br />Mayor to sign and submit a SB 179 Grant Application and supporting documentation to the North Platte Roundtable. <br />The To~yn directed that Alternatives 1 through 4 «ith modifications be included iii the Grant Application. This Scope <br />of Worlc includes a description of the tasks associated «ith completing these four alternatives and related cost <br />estimates for completing these alternatives. <br />Project Objectives <br />The objectives of the proposed project are to: <br />L Alternative 1 - GOriStruet a ne« collection gallei}T (infiltration gallery-) near the <br />eiistilig diversion stn~cture at the Michigan River. <br />2. Alternative 2 -Adjudicate the Town's t<yo municipal wells as alternate points of <br />diversion to the senior Hi Ho Ditch. <br />3. Alternative 3 -Rehabilitate the existing dam and diversion structure in the <br />Michigan River. <br />4. Alternative 4 -Change the use of the Tow~i's shares in the Walden Reservoir to <br />municipal and augmentation use including the augmentation <br />Project Tasks <br />Task 1: Construct a New Collection Gallery to Divert the Senior Hi Ho Ditch <br />1.1 - Constrict Test Wells or Pits to Determine Alluvial Characteristics <br />1.2 -Design the Collection Gallei-~- Based on Information from the Test Wells <br />1.3 - Acquire a 404 Pernit from the U.S. Army Corps of Engineers (USAGE,) if needed <br />1.4 - Obtain a DWR Well Pernit for the Collection Gallery <br />1.~ -Obtain an Alternate Point of Diversion for the Hi Ho Ditch to the Collection <br />Gallen- <br />1.6 - Constn~ct the Collection Gallery after the Altercate Point of Diversion is <br />Decreed <br />Task 2: Decree the Town's Two Municipal Wells as Alternate Point of <br />Diversion to the Hi Ho Ditch <br />2.1 -File for Alternate Points of Diversion «th the Water Gourt <br />2.2 - Conduct a Stream Depletion Analysis for the Pumping of the Two Wells as <br />Alternate Points of Diversion to the Hi Ho Ditch <br />2 <br />
