concrete blocks that would allow safe passage of the 100-year flood while maintaining the capability to store <br />1020 acre feet in priority. <br />Hinsdale County and the UGRWCD have previously received $35,000 of SB179 funds to conduct a <br />marketing and firm yield study for this project. The results of this study are currently being drafted. Results <br />indicate the firm yield ratio for the water supply is a very favorable 1:1. The marketing study showed that all <br />three applicants' customers would benefit from having additional high-altitude augmentation water available. <br />The need for this augmentation water would become acute should USBR ever terminate its Blue Mesa <br />augmentation water contracts. <br />The project has three phases that are related to ei-ternal factors. Phase 1 is to provide a prelilninaiv design that will <br />allo~~~ the District to proceed ~~~ith negotiations ~~~ith the Colorado Water Conservation Board (CWCB) regarding its <br />~~-ater right in LSC, and allo~~- Hinsdale County to proceed ~~;ith a vote on the project in the November 2008 election. <br />Information (albeit incomplete) from Phase 1 ~~-ill be used in the application for SB 06-179 Bashi and State funds. The <br />Basin application shall be submitted on or before May 23, 2008 and the State funds application submitted on or before <br />July 18, 2008. The Consultant ~~-ill contribute cost and other Phase 2 and 3 infoi7nation for these applications. All <br />Phases are discussed below in more detail. <br />Phase 1 (Previous WSRA Funding--$35,000): Evaluate options for providing for storage and release of 960 acre-feet <br />of water in LSC utilizing an outlet structure that has a natural appearance of boulders placed in the water. This task <br />mar include suiveVilig and geotechnical evaluation, conceptual alternative design development, hydraulic design, river <br />and lake hydrographs, preliminary budget analysis, and evaluation of pros/cons of each option. The survey ~~ork ~~ould <br />evaluate o«nership boundaries associated «ith the proposed outlet structure. The final product «i11 be a sununai~- <br />detailing the preferred alternative including cost estimates. <br />Phase 2 Complete the geotechnical work and develop a detailed perspective of the underlying geologic condition of <br />the site of the proposed outlet stn~cture. Produce prelimiiiaiy design documents and construction cost estimates for the <br />selected alternative for District revie~~~ and consideration. This task includes the hazard classification report preparation <br />and preliminary review/approval by the Colorado State Engineer (SEO), all other permit requirements, and the <br />geotechnical, design, and hydrology reports. <br />Phase 3 Produce final design documents and construction cost estimates. This ~~-ork includes preparation of the <br />techncal specifications, design dra~~ings and details, and applying for and obtaining construction approval of the <br />outlet control structure from the SEO. The Consultant shall see the application through to construction approval by the <br />SEO. <br />Deliverables for this project (Phase 2): <br />The Consultant shall complete the technical work described at Section 3, Tecluucal Requirements. In <br />addition the Consultant, ill consultation with the POC, shall identify any permits required for the project, and <br />material needed for the applications and schedules. The District will be responsible for pernut submittal, but <br />the Consultant will be expected to provide completed permit applications and be available for agency <br />consultations and Q&A. This phase includes the hazard classification report preparation and preliminary <br />review and approval by the SEO, all other permit requirements, the geoteclulical, design, and hydrology <br />reports. With final agency comments, the Consultant will complete the preliminary design documents and <br />constn~ction cost estimates for the selected alternative for POC review and approval. There may be <br />additional citizen discussions and meeting as the preferred design moves toward finalization. The Consultant <br />will be expected to participate in these discussions. The Consultant will be expected to evaluate POC <br />proposed operational objectives associated maintenance requirements for the design life of the outlet <br />stn~cture. <br />2 <br />
