on Willow Creek

On behalf of the Colorado Water Conservation Board, I hereby request the water officials of the State of
Colorado to administer in the priority system the Board's instream flow water rights on the following
segments of Willow Creek to preserve the natural environment to a reasonable degree.

decreed amount of this water right is made available for the decreed beneficial use of preserving the
natural environment to a reasonable degree. The effective date of this call is July 6, 2007 and the call is
to be in effect until further notification from the CWCB.
