COLORADO WATER CONSERVATION BOARD ON BEHALF OF THE
PEOPLE OF THE STATE OF COLOR<\DO,

IN NORTH TURKEY CREEK, A NATURAL STREAM,

IN THE WATERSHED OF THE SOUTH PLATTE RIVER,

IN JEFFERSON COUNTY, COLORADO.

This Application was filed on December 27, 1994. and was referred to the Water Referee
for Water Division No. I, in accordance with C.R.S. 99 37-92-101, ef seq. All notices required
by law of the filing of this Application have been fulfilled and the Referee has jurisdiction of this
Application. Timely Statements of Opposition were filed by Buffalo Park Development Co.,
Colorado Mountain Properties, Evergreen Memorial Park and Jefferson County. On May 5,
1995, the Division Engineer submitted a Summary of Consultation. On January 31, 2000, an
Order of Rereferral was entered in this matter.

The Court having made such investigations as are necessary to determine whether the
