design with existing data. Stored procedures will be made available to RTi to access the
HydroBase data.
106.2 Corrections to HydroBase Water Source Data. The updated HydroBase from Task
106.1, in conjunction with available NHD data, will be used to evaluate the quality of and
correct the HydroBase data. It is expected that the NHD linework will not exactly match the
physical streams referenced as HydroBase water sources. Therefore, the original NHD layer
may need to be processed in some (ideally automated way) to produce a layer consistent with
HydroBase and its water sources. RTi staff will utilize the existing HydroBase data and
NHD linework to suggest corrections to the existing water source data, in particular the "trib
to" connectivity for streams, and will provide data to link the water source records in
HydroBase to NHD data. Because water source data are used throughout the state, all
HydroBase water source data will be reviewed and corrected. However, links to NHD data
will only be made for the SPDSS study area, for which data will be available from SPDSS.
HydroBase data changes will be made by the State's HydroBase DBA. The resulting
HydroBase will be provided to RTi in order to complete the remaining subtasks. This task
will focus on surface streamflow water sources. Springs and other water sources will not be
reviewed, other than to correct cases where water sources are misrepresented as streams.
Data other than streamflow may be reviewed in a future task as data quality issues and
linkages to spatial data are determined.
106.3 Update WIS Software. Update the CWRAT WIS software features to use the updated
stream connectivity data in HydroBase. The current CWRAT WIS tools use a HydroBase
"stream" table that will be eliminated when the water source information is updated. Update
CWRAT to use the new water source data.
106.4 Update CWRAT WIS Data. The availability of updated water source data will allow
existing WIS data to be updated by replacing old water source identifiers with updated
values. This effort will be accomplished by coordinating the State HydroBase DBA's efforts
with review of WIS by RTi. Because these data are used throughout the state, all WIS for the
state will be updated.
106.5 Documentation. Update the StateView/CWRAT documentation to reflect the WIS
enhancements and include in a standard software update.
Deliverables:
106.1 A design memorandum will be prepared describing changes to the HydroBase design
necessary to correct existing design problems related to the water source data, and to allow
linkage with the NHD data for the stream network. RTi will prepare the memorandum in
conjunction with the State's HydroBase DBA. The design will be implemented in
HydroBase utilizing existing data. Stored procedures to access the data will be written by the
State's HydroBase DBA.
106.2 Corrections to the HydroBase water source data and linkages to the NHD data will be
determined by RTi and provided to the State's DBA to load into HydroBase. Corrections
will be for the entire state but NHD linkages will only be determined for the SPDSS study
area using the NHD data from the GIS contractor. The State's HydroBase DBA will update
HydroBase and will provide the contractor with an updated database for further development.
