t .' <br />Task 128 -StateView Enhancements <br />Objective: <br />Enhance StateView software required by changes in HydroBase, and to add functionality <br />and increase usability. <br />Background: <br />The StateView software is the primary tool for viewing HydroBase contents, in particular <br />when distributed with the HydroBase CD/DVD. Internally at the State, HydroBase data <br />entry tools are also used with HydroBase, and the State plans to enhance the CDSS web <br />site to facilitate access to HydroBase. The StateView enhancements listed below focus <br />on general maintenance and to enhance the map display. <br />Assumptions: <br />Enhancements needed to support HydroBase database changes (e.g., as identified by the <br />HydroBase Steering Committee) will be described to RTi in sufficient detail and allow <br />reasonable time for implementation, as coordinated with other development activities. <br />Approach: <br />128.1 Add call analysis tool. Leonard Rice has previously developed a Basic <br />application called "newcalll l", which analyzes auser-specified water right <br />(administration number} at a point in the river network (structure location} in <br />order to determine the number of days in a month that the right would have been <br />in priority, using historical call records as input. The tool requires several key <br />pieces of information, in particular historical call information, and <br />upstream/downstream river order of structures (and consequently their rights). <br />Historical call data are being entered into HydroBase based on Leonard Rice <br />SPDSS efforts. The order of structures in the river system is not currently stored <br />in HydroBase but is available from Leonard Rice for many structures in Division <br />1 as part of newcalll l program input. Implementing the tool statewide with <br />quality-controlled data is not possible given the limited resources available for <br />this scope. Therefore, the following activities will occur to implement an initial <br />tool, which can be further enhanced later for statewide application: <br />1. Facilitate the HydroBase DBA's loading of the top of the "priori 1" file from <br />Leonard Rice into a development table HydroBase. These structure/right data <br />have been processed by Leonard Rice to include a "stream order" ranking, <br />handle relationship between reservoir and ditches, etc. Discussions with the <br />State HydroBase DBA have indicated that the table could be loaded into a <br />development area of the database, in order to isolate it from production tables. <br />During the load, appropriate linkages to the structure and "geoloc" data will <br />be make, and suitable views and/or stored procedures developed for use by the <br />software tool. <br />2. Implement a tool in StateView (e.g., "Too1s...Ca11 Analysis") to implement <br />the core logic of the Leonard Rice "newcalll 1" software. It is assumed that <br />Leonard Rice will provide a document that accurately describes the analysis <br />
