!~~

production database environment during development work under this contract,
the State will provide a computer and SQL Server license which will be used for
database development and testing (the existing "hbserver" machine at RTi can
serve this purpose). Interaction with HydroBase will occur using stored
procedures, which will be developed, documented, and tested by the State.
Changes to HydroBase at RTi will typically be made by State DBAs, with
occasional support from RTi staff.
Software development will also be compatible with the State's development
environment, which currently includes Java (Sun Microsystems) and Microsoft
tools (Access, Excel, Visual Basic, etc.). All new development will occur using
Java 1.4.2 (or newer, if justified and agreed upon). The State will purchase and/or
pay maintenance on Java tools used for the project, if not freely available or
provided by RTi (currently no Java tools require monetary support).
• Database loading approach. The current database loading philosophy to drop and
replace tables when new data are added to existing tables in the system is expected to
continue with the development in this Scope of Work.
~ Software update approach. Software enhancement tasks may contain multiple
subtasks, in which various enhancements are made. It is typically not efficient or
necessary to build full software releases in these cases. Therefore, during
development, incremental software and documentation releases will be made to the
State and contractors by providing software files via email or FTP site. Software
tasks that include "Documentation and Software Release" subtasks refer to the
packaging of software for release on the CDSS web site. These packages require
more resources and provide official products for use by the general public.
• Abbreviations used throughout this scope of work include the following:
Abbreviation Description
CWCB Colorado Water Conservation Board
DNR Department of Natural Resources
DWR Division of Water Resources
SPDSS South Platte Decision Support System
SEO State Engineer's Office
FY Fiscal Year (e.g., FY 2002 is Aug 2001 to Jul 2002)
Fiscal Year 2002 corresponds to Phase 1 of the
SPDSS project, FY 2003 corresponds to Phase 2.
CWRAT Colorado Water Rights Administration Tool
2
