Exhibit A-3 <br />Scope of Work <br />South Platte Decision Support System <br />Relational System Integration and <br />Water Rights Administration Components <br />July 12, 2006 <br />Introduction <br />Following is the Scope of Work for the Relational System Integration and Water Rights <br />Administration components of the South Platte Decision Support System. The objectives <br />of this scope of work are as follows: <br />1. To enhance the existing Colorado's Decision Support Systems to include data and <br />tools required for application to the North Platte and South Platte River basins. <br />2. To provide maintenance and support of the System. <br />3. To coordinate and share the Relational System Integration and Water Rights <br />Administration investigations with water users, the State, and other SPDSS <br />Contractors. <br />Table 1 lists the activities that have been identified in this Scope of Work to achieve <br />these goals in Fiscal Year 2006 (Phase 4). All tasks will be performed by the Relational <br />System Integration and Water Rights Administration Contractor, Riverside Technology, <br />inc. <br />Terms and Definitions <br />• Study Period. The study period to be used throughout this Scope of Work for <br />budgeting purposes is 1950 through present. <br />• South Platte River Basin. The area included in the SEO's Division 1, except for <br />the Republican River drainage. <br />• North Platte River Basin. The area included in the SEO's Water District 47 in <br />Division 6. <br />• Computing Environment. Development performed under this scope of work <br />will be accomplished in an environment compatible with the State's computing <br />environment (Windows NT, 2000, and XP). The State's HydroBase database <br />design, HydroBase, will be used as the starting point for database design <br />activities. HydroBase has been implemented using the Microsoft SQL Server <br />relational database management system under the Microsoft NT/2000/XP <br />operating systems functioning as a central server. Portions of the database are <br />distributed as SQL Server Express and/or MSDE, as per the State's HydroBase <br />guidelines. Programs developed under this contract will function using SQL <br />Server, MSDE, and SQL Server Express. To minimize disrupting the State's <br />
