~1 ~~ EXHIBIT A-3 Scope of Work South Platte Decision Support System Phase 3 Ground Water Component January 10, 2005 Introduction Following is the Phase 3 Scope of Work for the ground water component of the South Platte Decision Support System (SPDSS). The Scope of Work is based on the SPDSS Feasibility Study (FS) final report dated October 2001 and from work associated with Phases 1 and 2. The data collection and analysis activities will occur within the Denver Basin and the Lower South Platte Regions and are an extension of data collection that occurred in Phases 1 and 2. The SPDSS implementation will occur in phases. The objectives of this Phase 3 ground water scope of work are to build on work that was done in Phases 1 and 2, and are as follows: • Develop estimates of municipal and industrial (M&I) well pumping, • Collect field data to estimate the hydraulic properties of streambed material of the South Platte River and key tributaries, • Survey stream channel cross-sections • Collect water level data, • Survey locations and elevations for wells in the water level monitoring network • Enhance HydroBase and Phase 1 and 2 memoranda describing our understanding of the groundwater system based on Phase 3 data. • Develop a "pre-development" groundwater model of alluvial aquifers in the study area, • Review and monitor USGS modeling efforts for bedrock aquifers of the Denver Basin. Table 1 lists the Phase 3 ground water activities identified in the SPDSS Feasibility Study to achieve these objectives. The Task numbers were assigned by the Colorado Water Conservation Board, the lead agency on this project, with activities corresponding to those listed in Appendix C of the SPDSS Feasibility Study. Cost and schedule to complete these Phase 3 tasks are presented in Exhibits B-3 through D-3, which are attached at the end of this Scope of Work. SPDSS Groundwater SOW, Phase 3
