Exhibit A <br />Scope of Work <br />SPDSS Phase 1 and 2 <br />Spatial System Integration Component <br />October 2, 2002 <br />A. Introduction <br />This is the Scope of Work for the Spatial System Integration component of the South Platte <br />Decision Support System (SPDSS) for Phase 1 and Phase 2. The objectives of the Spatial <br />System Integration Component for the SPDSS are as follows: <br />To construct a comprehensive and consistent geographic information data <br />infrastructure for use in the development of the SPDSS; <br />To develop mapping and classifications of current and historic land use, irrigated areas <br />and irrigation service areas for both ground and surface water in the South Platte <br />and North Platte River basins; <br />To coordinate and share the Spatial System Integration investigations with the SPDSS <br />users, SPDSS Advisory Committee, the State, and other SPDSS Contractors. <br />Table l lists the activities that have been identified in the SPDSS Feasibility Study (October <br />2001) to achieve these goals in Phase 1 and Phase 2. All tasks will be performed by the Spatial <br />System Integration Component Contractor, Riverside Technologies, inc. <br />B. General <br />• South Platte and North Platte River Basins. The terms South Platte and North Platte River <br />Basins are used throughout this Scope of Work to describe the area included in the State <br />Engineer's Water Division 1 (South Platte River basin, except for the Republican River <br />drainage) and Water District 47 in Division 6 (North Platte River basin). <br />• Study Period. The study period to be used for completing this Scope of Work is from Water <br />Year 1950 through 2000. Certain activities will focus on years within the 1950 to 2000 time <br />period as specified in the task descriptions below. <br />• Memorandum Submittal Process. Technical memoranda will be prepared using a standard <br />SPDSS format to be provided by the State's Project Manager. Draft technical memoranda <br />will be submitted initially to the State in electronic format. The State will have up to 6 weeks <br />to review memoranda and provide comments and questions to the Contractor. The State's <br />comments will be addressed and both paper copies and an electronic version of the final <br />Memoranda will be submitted in six (6) paper copies as well as digital versions in MSWord <br />and HTML formats. In general, technical memoranda will be included as appendices in the <br />Contractor's final report(s). <br />• Software for Spatial System Integration. The Contractor will use commercial GIS, image <br />processing and database software in developing and maintaining the spatial system. The <br />Contractor owns and maintains most of the required commercial software licenses for use in <br />its consulting projects.
