~~
Approach:
98.1. Data Evaluation and Needs Assessment. Assess the status of SPDSS data collected and prepared
to date with emphasis on river systems, irrigation systems and irrigated lands mapping, groundwater
and related data. Prepare prototypes of data visualization and data .presentations using commercial
software and available tools. Present examples and make recommendations to the State for further
developments.
98.2 Develop Mapping, Visualization, and Presentation Tools. Develop visualization and
presentation tools using established software tools ~Por flyovers, 3-D and 4-D (incorporating time
series), animation, and other data displays. Data will be derived largely from irrigated lands
assessment and monitoring, consumptive use, and groundwater data for both Denver Basin and South
Platte alluvium. Examples of possible presentations include dynamic snake diagram for entire CDSS
application;. groundwater levels and changes over tinne; changes in land and' water user in the Front
Range over the past 40 years; irrigation methods (sprinkler vs. flood) across the South Platte River
basin and over time; a simulated flight up over the basin observing land use, irrigation and other
water uses; and others.
Deliverables:
98.1 A memorandum detailing results of the data evaluation and needs assessment including prototypes
of data mapping, visualization, and presentations, recommendations including estimated resources
needed for further development.
98.1 & 98.2 Six separate mapping, visualization and presentation tools for use in SPDSS and other State
needs for communicating and disseminating results of the SPDSS. These tools will be developed
using ArcMap, primarily, or other readily available software if appropriate. Documentation on use
and maintenance of each tool also will be delivered.
Task 99 -GIS Support and Data Maintenance
Objective (Phase 3):
Provide GIS support and data maintenance for the SPD:iS project during Phase 3. Modify, enhance and
maintain GIS tools developed under SPDSS for efficient data extraction, mapping and for data
dissemination and access.
Background:
Under Phase 1&2 a number of GIS data, analysis, and mapping tools were developed. These include
StateIMS, ArcCDSS. In addition, the Contractor workf;d extensively with StateDGI and has proposed a
modification of some elements of that program.
The Internet mapping application StateIMS was developed as part of the SPDSS System Integration
component. The requirements for StateIMS were implemented as budget permitted based on priority.
Requirements that were not implemented in the first version, or under Phase 1&2 of the Spatial Systems
Integration Contractor's activities (using savings from other tasks of Phase 1&2), will be implemented in
this task, also based on priority.
Approach:
99.1 General Data Maintenance. GIS support and maintenance will be provided by incorporating
essential GIS and other spatial data products that become available from outside agencies (e.g.,
USGS) during SPDSS activities. Also included is response to specific but limited requests for GIS
data and applications. from the State and others involved in developing the SPDSS (e.g., DEM for
groundwater investigations; satellite imagery for updating channel alignments for surface water
investigations). This general maintenance does not include any correction of errors or omissions to
9
