Exhibit A-1 <br />Scope of Work <br />SPDSS Phase 3 <br />Spatial System Integration Component <br />January 10, 2004 <br />A. Introduction <br />This Scope of Work is for the Spatial System Integration Component of the South Platte Decision <br />Support System (SPDSS) for Phase 3. The objectives of the Spatial System Integration Component for <br />the SPDSS are as follows: <br />1, To construct a comprehensive and consistent geographic information data infrastructure for use in <br />the development of the SPDSS; <br />2: To develop mapping and classifications of current and historic land use, irrigated areas and irrigation <br />service areas for both ground and surface water in the South Platte and North Platte River basins; <br />3. To coordinate and share the Spatial System Integration investigations with the SPDSS users, SPDSS <br />Advisory Committee, the State, and other SPDSS Contractors. <br />Table Y lists the activities identified in the SPDSS Feasibility Study (October 2001) for achieving these <br />goals. All tasks will be performed by the Spatial System Integration Component Contractor, Riverside <br />Technology, inc. (RTi). <br />B. General <br />• South Platte and North Platte River Basins. The terms South Platte and North Platte River Basins <br />are used throughout this Scope of Work to describf; the area included in the State Engineer's Water <br />Division 1 (South Platte River basin, except for the ][Zepublican River drainage) and Water District 47 <br />in Division 6 (North Platte River basin). This area is also referenced as "SPDSS Study Area" in the <br />Scope of Work. <br />Study Period. The study period to be used for completing this Scope of Work is from Water Year <br />1950 through present. <br />Memorandum Submittal Process. Technical memoranda will be prepared using standard SPDSS <br />format provided by the State's Project Manager and used during SPDSS Phase 1 & 2. Draft <br />technical memoranda will be submitted initially to the State in electronic format. The State will have <br />up to 6 weeks to review memoranda and provide comments and questions to the Contractor. The <br />State's comments will be addressed and both paper copies and an electronic version of the final <br />Memoranda will be submitted in six (6) paper copies as well as digital versions in MSWord and <br />HTML formats. In general, technical memoranda will be included as appendices in the Contractor's <br />final report(s). <br />• Software for Spatial System Integration. Thc, Contractor will use commercial GIS, image <br />processing, and database software in developing and maintaining the spatial system. The Contractor <br />owns and maintains most of the required commercial software licenses for use in its consulting <br />projects. Special software acquired by the State under Phase 1 & 2 -- ArcSDE and MrSid data <br />
