The final water budgets will use <br />final estimates developed by other SPDSS efforts and will provide an estimate of native <br />vegetation consumptive use, which is the closure term or residual. <br />Objective: <br />Review available published or general water budget estimates for the South Platte and North <br />Platte River basins. Summarize the review, select a "best estimate" for initial water budget <br />targets, and prepare a document that compares/contrasts previous studies and the SPDSS final <br />water budgets. Use StateWB to prepare initial water budgets. <br />Approach: <br />82.1 Collect and review published water budget estimates for use in the development of initial <br />water budgets for each of three geographic areas -the South Platte, North Platte, and <br />Laramie River basins. These estimates may include average annual, annual, and monthly <br />estimates of water budget components. Water budget components will be summarized <br />and "best estimates" will be recommended for use in the three initial water budgets. <br />82.2 Develop initial basin water budgets using StateWB with published water budget <br />components recommended in Subtask 82.1 for the South Platte and North Platte, and <br />Laramie River basins. These three initial water budgets will be prepared using an <br />average annual time step and are expected to provide guidance for contractors responsible <br />for the detailed estimate of consumptive use, surface water flows, and groundwater flows <br />used in the final water budget and other modeling efforts. Because input to these initial <br />water budgets may come from a variety of sources, it is likely that the time period used <br />for each component may vary. However, based on data availability, more than one <br />estimate may be generated to represent specific time periods, for instance 1950s and <br />1960s versus more current estimates. <br />Deliverables: <br />82.1, 82.2 Prepare a technical memorandum summarizing the review, comparing reviewed <br />data, and recommending initial water budget components. Initial StateWB results <br />will be provided to each contractor for comment and guidance. The memorandum <br />will be updated in subsequent SPDSS phases to include a comparison with the <br />SPDSS final water budgets. <br />Task 81 -Project Management and Meetings <br />Objective: <br />To track work accomplished, to maintain budget and schedule, and to regularly report the status <br />of work activities. In addition, promote communications between the Consultant and the State, <br />water users and other SPDSS Consultants. <br />Approach: <br />81.1 Advisory Committee Meetings. Prepare for and participate in two bi-annual advisory <br />meetings for Phase 1 and Phase 2 (4 total). <br />SPDSS Consumptive Use and Water Budget Component 17 <br />
