2006 CDSS Legislative Actions, Decision <br />Items, and Funding <br />SPDSS Legislative History <br />2006 saw no new funding requests for SPDSS. It is <br />anticipated that future funding requests will be made <br />in 2008 for the completion of the surface water <br />modeling. <br />Bill Title Section DSS <br />System Amount Notes <br />SB 01-212 RGDSS $180,458/ 1.0 <br />FTE DWR <br />SB 01-157 8 SPDSS $2,000,000 Data collection & <br />Design <br />HB 02-1152 12 SPDSS $2,000,000 Development <br />HB 04-1221 12 SPDSS $2,500,000 Development <br />SB 05-209 SPDSS $1,500,000 Development <br />2006 Accomplishments <br />Statewide <br />CDSS had another successful year in 2006, with the <br />major accomplishment being the completion of the <br />CDSS webpage data viewing capabilities. <br />All but one of the western slope river basin models <br />have been updated, using the latest versions of <br />StateDMl and StateMod. New models and <br />documentation are available on our website for the <br />Gunnison, Yampa, San Juan, Colorado and Rio <br />Grande Basins. The White River Basin should be <br />completed in early 2007. <br />Western slope irrigated acreage updates for 2005 <br />have been initiated using several dates of Landsat <br />satellite imagery obtained for the entire state. With <br />the help of western slope water commissioners, <br />ground truth data was collected for crops in 2005 <br />across the entire western slope. This data, along <br />with the Landsat imagery, will be used in updating <br />western slope irrigated lands. <br />Implementation of the Instream Flow DSS <br />(ISFDSS) was completed and is being tested by the <br />CWCB Stream & Lake Protection Section staff. <br />The DSS Internet Map Server (IMS) website that <br />came online in 2005 has been quite successful in <br />making mapping developed under the various DSS <br />available to the public without needing expensive <br />software. This site allows the user to view all of the <br />available DSS GIS data via a map server. This site <br />is available through the Map Viewer link on the <br />CD S S web site. <br />Rio Grande Basin <br />The RGDSS went from a DSS in progress to a fully <br />functional DSS that is being used by DWR, as well <br />as by various entities in the San Luis Valley. The <br />surface water planning model has been updated with <br />the modeling period being extended to 2004, the <br />latest year that complete hydrologic data is <br />available. <br />Colorado River Basin <br />The Colorado, Gunnison, Yampa and San Juan <br />River Basins' surface water planning models have <br />been updated for both monthly and daily data sets, <br />which are available for downloading at the CDSS <br />website. The Gunnison model is currently being <br />used by CWCB staff in the analysis involving the <br />re-operation of Blue Mesa Reservoir, through the <br />EIS process. The San Juan model is still being used <br />as part of the analysis of the San Juan River <br />endangered species recovery program. The <br />Colorado model will be used for planning purposes, <br />as well as tracking depletions per the 15-Mile Reach <br />PBO. <br />With the completion of the Colorado River Basin <br />model, all river basins, with the exception of the <br />White River Basin, in the western slope, including <br />the Rio Grande, will have surface water planning <br />models in both a monthly and daily time step for the <br />1975-2004 period. <br />associated with future water construction projects in <br />Colorado. Currently, before any CWCB construction loans <br />can be given, applicants must complete the water supply <br />component of a feasibility report. The CDSS svstem allows <br />CT~CB staff to quickly and accurately evaluate the feasibih~v <br />of future water projects. The net result is less startup cost, <br />time savings, and a consistent approach to water supply <br />studies. <br />
