2005 CDSS Legislative Actions, Decision <br />Items, and Funding <br />SPDSS Legislative History <br />2005 saw the passage of the CWCB Construction <br />Fund Bill, Senate Bill OS-209, which included <br />additional funding for SPDSS. New models and documentation are <br />available on our website for the Gunnison, Yampa, <br />San Juan and Rio Grande basins. <br />With the help of western slope water commissioners, <br />ground truth data was collected for crops this <br />summer across the entire western slope. This data <br />will be used in 2006 in the irrigated lands data <br />refresh effort. <br />Implementation of the Instream Flow DSS (ISFDSS) <br />was hampered by contracting issues, but work got <br />underway mid-year, and is expected to be completed <br />in early 2006. <br />In addition to the stated goals, 2005 saw the <br />implementation of a remodeled CDSS website, <br />which utilizes a database backbone to serve up data <br />and information to the user. The CDSS website was <br />completely redone to make the site more intuitive <br />and more searchable. We are quite pleased with the <br />way the site <br />turned out and <br />how much more <br />efficient and <br />maintainable the <br />site has become. <br />Brown and <br />Caldwell, one of <br />our SPDSS <br />contractors, with <br />the help of DWR <br />staff, did the <br />work. <br />The DSS Internet Map Server (IMS) website also <br />came online in 2005. This site allows the user to <br />view all of the available DSS GIS data via a map <br />server. This site is available through the Map <br />Viewer link on the CDSS website. <br />Rio Grande Basin <br />The RGDSS went from a DSS in progress to a fully <br />functional DSS that is being used by DWR, as well <br />as by various entities in the San Luis Valley. The <br />surface water planning model is in the final stages <br />of being updated with the modeling period being <br />extended to 2004, the latest year that complete <br />hydrologic data is available. <br />Colorado River Basin <br />The Gunnison, Yampa and San Juan River Basins <br />surface water planning models have been updated <br />for both monthly and daily data sets, which are <br />available for downloading at the CDSS website. <br />The Gunnison model is currently being used by <br />CWCB staff in the analysis involving the <br />reoperation of Blue Mesa Reservoir, through the <br />EIS process. The San Juan model is still being used <br />as part of the analysis of the San Juan River <br />associated with future water construction projects in <br />Colorado. Currently, before any CWCB construction loans <br />can be given, applicants must complete the water supply <br />component of a feasibility report. The CDSS system allows <br />Ci~CB staff to quickly and accurately evaluate the feasibility <br />of future water projects. The net result is less startup cost, <br />time savings, and a consistent approach to water supply <br />studies. <br />
