This methodology is thought by many in the valley to provide better results <br />than Blaney-Griddle in situations where the data are available to use this technique. For historic <br />application where the data required for the Hargreaves method may not exist, local calibration of <br />Blaney-Griddle coefficients is required. <br />4.1.4 Water Rights Administration <br />The Colorado Water Rights Administration Tool (CWRAT) currently in the CRDSS would meet the <br />needs of Rio Grande basin water users once data are developed for this basin. CWRAT was created <br />for water commissioners and others who are responsible for daily water deliveries. CWRAT provides <br />the following features: <br />• Displays real-time data from the State's Satellite Monitoring System <br />• Provides tools to create, edit, and use water information sheets to perform water <br />accounting at a district, division, or special project level <br />• Displays administrative data such as rights, structure information, and call chronology <br />• Displays historical data such as streamflow and diversion time series <br />• Provides tools to archive and share administrative data between users <br />• Provides tools for curtailment, point flow, and depletion analysis <br />• Provides ability to run as a stand-alone product or across the Internet <br />CWRAT uses data stored in the HydroBase database. Where communication links are slow, water <br />commissioners are able to document administrative decisions on a local Microsoft Access database. <br />The Access database and the primary Informix database are then synchronized using the State's data <br />network. Because administrative decisions are tied to an individual, appropriate security layers have <br />been developed to ensure that only specific people are allowed archival access. <br />4.1.4.1 Implementation <br />CWRAT is currently under development as part of the CRDSS.
