Colorado Water for the 21St Century <br />Colorado Water for the 21St Century <br />The Interbasin Compact Process - In 2005 <br />Colorado's legislature passed "The Colorado <br />Water for the 21St Century Act" (HB 05-1177) <br />creating a collaborative process to help manage <br />Colorado water. The Act sets up a framework that <br />provides a permanent forum for broad-based water <br />discussions. The law created two new structures: <br />1) Nine independent Basin Roundtables; and 2) <br />The Interbasin Compact Committee, a statewide <br />committee that addresses issues between basins. <br />Basin Roundtables created by HB 1177: <br />1) Arkansas Basin Roundtable <br />2) Colorado Basin Roundtable <br />3) Dolores, San Miguel, and San Juan Basins <br />Roundtable (Southwest Basin) <br />4) Gunnison Basin Roundtable <br />5) North Platte Basin Roundtable <br />6) Rio Grande Basin Roundtable <br />7) South Platte Basin Roundtable <br />8) Yampa/White Basin Roundtable <br />9) Metro Roundtable <br />By law, each roundtable is required to develop a <br />basin-wide water needs assessment which 1) <br />analyzes its consumptive water needs, 2) analyzes <br />its non-consumptive water needs, 3) analyzes <br />available water supplies, and 4) proposes <br />methodslprojects to meet future water needs. <br />Basin Roundtables are also to inform, involve, and <br />educate the public on roundtable activities and <br />negotiations. <br />Each roundtable is made up of the following <br />membership: <br />^ One member from each county or city and <br />county within the borders of the basin. <br />^ One municipal member for each county in <br />whole or in part within the basin. <br />^ One member appointed by the board of <br />directors of each water conservancy and water <br />conservation district. <br />^ One member appointed by mutual agreement <br />of the Chairperson of the House Agriculture, <br />Livestock, and Natural Resources committee <br />and the Chairperson of the Senate Agriculture, <br />Natural Resources, and Energy Committee. <br />^ Ten at-large members. One each representing <br />environmental interests, agricultural interests, <br />recreational interests, local domestic water <br />providers, and industrial interests. And at least <br />5 members who own adjudicated water rights. <br />^ Non-voting members representing entities <br />outside the basin that own water rights or have <br />interest within the basin. <br />^ Non-voting liaisons representing various local, <br />state, and national organizations. <br />Interbasin Compact Committee (IBCC) The <br />IBCC is made up of 27 members: <br />^ Two representatives from each roundtable. <br />^ Six at-large members appointed by the <br />governor. <br />^ One member appointed by the chairperson of <br />the House Agriculture, Livestock, and Natural <br />Resources Committee. <br />^ One member appointed by the chairperson of <br />the Senate Agriculture, Natural Resources, <br />and Energy Committee. <br />^ One member appointed by the Director of <br />Compact Negotiations. <br />By law the IBCC established an Interbasin <br />Compact Charterthatgoverns and guides <br />negotiations between basin roundtables. The <br />Charter includes the following: <br />^ A framework and foundation principles to guide <br />voluntary negotiations between basin <br />roundtables. <br />^ Procedures for ratifying compacts or other <br />agreements between basin roundtables. <br />^ Authorities and procedures for making <br />compacts or other agreements between <br />roundtables legally binding and enforceable. <br />^ Procedures for integrating the processes <br />established in this article with existing <br />planning, permitting, and public participation <br />processes related to the conservation and <br />development of water within Colorado. <br />3 <br />
