John Redifer -That's what I'm saying. <br />Dick Proctor - If you do a way with prior appropriation, it would create chaos. <br />Carlyle Currier - It is hard to protect ourselves on the western slope at the same time there are <br />some things that need to be done. There's no economic incentive. It's a tough issue. <br />Rita Crumpton - If we got rid of prior procreations - it would mean State administration, which is <br />scary. The private property right is the sacred cow. <br />John Redifer - This is what makes this so difficult. We bump into these sacred cows and parochial <br />interests. What one person gains, the other loses. Need to create an atmosphere where <br />people can cooperate. <br />Audience Member -Can the State by water rights? <br />John Redifer -There would need to be legislation. Policy 18. The Division of Wildlife can buy <br />water to protect wildlife. <br />Dick Proctor -The Colorado Water Conservation Board has money available for low interest loans <br />for the construction of new water projects in Colorado. However, The CWCB staff has <br />proposed a new CWCB policy, Policy No. l8 which says that the CWCB would get a <br />percentage of the water yield (to then be owned by the CWCB) from water projects <br />constructed with CWCB loan monies. I obj ect to Policy 18. <br />John Redifer -There are a lot of reasons not to like the policy. <br />Audience Member -Dealing with a dynamic paradigm, you know it's going to happen. Storage is <br />traditional, a more innovative way would be to store it underground where people don't see it <br />and also drill for wells. As far as dealing with industry, it depends on what kind. What other <br />types of industry could come in that are not so dependent on water. Can only deal with so <br />many varla es. <br />
