2. Upper Colorado River Projects and <br />Special Operations <br />This section contains information that was gathered during initial data collection efforts for the CDSS <br />project. This section discusses the administration and operation of a number of special water rights <br />situations in the Upper Colorado River basin and is intended to provide a general understanding of the <br />operations necessary to incorporate those water rights situations in the CRDSS Upper Colorado River <br />Model. <br />Subsection Description <br />2.1 Colorado -Big Thompson Project <br />2.2 Denver Water -Moffat Tunnel <br />2.3 Fryingpan -Arkansas Project <br />2.4 Grand Valley Area Water Demand (Cameo Call) <br />2.5 Homestake Diversion Project <br />2.6 Major Industrial Water Users <br />2.7 Independence Pass Transmountain Diversion System <br />2.8 Municipal Diversions <br />2.9 Silt Project <br />2.10 Transmountain Diversion Projects <br />2.11 Collbran Proj ect/Vega Reservoir <br />2.1 Colorado-Big Thompson Project <br />The Colorado-Big Thompson Project (CBT Project) is a large transmountain diversion project that is <br />operated to divert surplus water from the headwaters of the Upper Colorado River for delivery to <br />irrigated lands in northeastern Colorado, in the South Platte River basin. The water diverted by the <br />CBT Project provides a much needed, supplemental source of water to a service area containing <br />approximately 750,000 irrigated acres. The project was constructed during the period 1938 through <br />1956 by the U. S. Bureau of Reclamation (USBR) and is jointly operated and managed by the USBR <br />and the Northern Colorado Water Conservancy District (NCWCD). The NCWCD was formed to <br />contract with the United States for construction of the project and is responsible for repayment of the <br />project costs and the administration and operation of the prof ect facilities to deliver the water <br />throughout the service area. <br />The project was authorized for construction pursuant to Senate Document 801egislation, which <br />describes the project facilities and the manner of operations to divert the water from the Western <br />Slope without causing injury to other water users in the Upper Colorado River basin. The major <br />Western Slope facilities include: (a) The Alva B. Adams Tunnel, the structure used to convey the <br />water under the Continental Divide for use in the South Platte River drainage; (b) Shadow Mountain <br />Dam and Reservoir, a diversion structure used in conjunction with the natural Grand Lake to provide <br />forebay storage and regulation for diversions into the tunnel; (c) Granby Dam and Reservoir, used to <br />Upper Colorado River Basin Information 2-1 <br />
