The process is repeated for the next priority right. <br />The amount of water available for the next priority can include any return flow that accrues to <br />the river from the more senior diversions that occur in the same monthly time step and return <br />flows from previous time steps. The returns are assigned to accrue to one or multiple locations in <br />the network, and vary by time depending on the pattern. Return flows are specified as a <br />percentage of the diversion-assigned return flows, including both surface and ground water <br />components. <br />StateMod has the ability to model the operation of reservoirs and the multiple storage accounts <br />within a reservoir, keeping track of the amounts stored and released for separate priorities and/or <br />separate ownerships. A set of operation criteria and rules for each reservoir can be designed, <br />including separate priorities for its sub-accounts. A reservoir mass balance is achieved using <br />reservoir inflow, releases, evaporation, precipitation, and seepage. Storage in a reservoir is <br />limited by the decree and the maximum capacity and may be further controlled by a one-fill rule. <br />Releases from a reservoir for diversion at another structure are managed by user-specified <br />operational rights. In addition to normal storage and release operations, StateMod also has the <br />capability to represent other institutional policies, such as exchanges between diversion <br />structures and reservoirs. <br />2.0 StateMod Input File Development <br />This section provides a description of the general process for developing the StateMod input <br />files. While many input files require manual development, a number of them can be created <br />using the data management interface (DMI) utilities, including makenet, watright, tstool, <br />netresev, and demandts. File formats are described in detail in the StateMod Users'Manual. <br />Fi~uure 1 illustrates the data flow between programs when creating StateMod files. <br />2.1 Network Files <br />To create the set of network files, first create the basic network structure by manually developing <br />a *.net file. This file contains all the diversion structures, reservoirs, instream flow reaches, and <br />streamflow gages to be included in the model. See the makenet documentation for further <br />information pertaining to the format of this file. <br />Once the network is created, the remaining network files are constructed by the makenet DMI. <br />By provlding this utlhty with the proper Command hne (e.g., makenet new model .net page=A <br />- fancyaesc), the utility produces the following StateMod input files: <br />• makenet.rin (River Network File) <br />• makenet.ris (River Station File) <br />• makenet.rib (Base Flow File) <br />In addition, makenet also produces two supporting files: <br />• makenet.ord (River Order Report) <br />
