CRDSS
TASK MEMORANDUM 1.15-16
Water Rights Planning Model
Data Management Interface Utility to Estimate Natural
Streamflow and Inflow at Network Model Nodes
1.0 ISSUE
This task memorandum outlines and describes the pr ocedures of the data management interface (DMI)
utility that will be used to estimate natural streamflow and inflow at network model nodes. Natural inflow
is defined as the flow that would have historically occurred absent of any activity by man (diversions and
nodeflow
storage). This utility will be named . Natural inflow will be estimated for all inflow nodes of the
MODSIM network model. Model inflow nodes may po ssibly be located at CRD SS core stations which
would already have estimates of natural streamflow. Natural streamflow at CRDSS core stations will be
coreflow
estimated using the DMI utility (Task Memorandum 1.15-15). CRDSS core stations will be used
to determine natural streamflow a nd inflow at model inflow nodes that are not core stations. The DMI
coreflow nodeflow
utility will be run prior to the execution of the DMI utility . This task memorandum will
nodeflow
serve as the design document to guide the development of .
2.0 DISCUSSION/ANALYSIS
When a user specifies that an inflow node is to be a dded in the MODSIM networ k model, a warning should
be given that instructs the user to recalculate th e natural inflow for the immediate downstream inflow node
in addition to calculating the natu ral inflow for the node that is being added. Similarly, when a user
specifies that an inflow node is to be deleted fro m the network model, a warning should be given that
instructs the user to recalculate the natural inflow for the immediate downstream inflow node. Adding or
nodeflow
deleting a node from the network should be done prior to running the DMI utility . Natural inflow
nodeflow
determined pursuant to between upstream and downstream inflow nodes will enter the model
network and be available for alloca tion at the downstream inflow node.
nodeflow
The following assumptions are made concerning the development of :
coreflow
Natural streamflow will be available at the CRDSS core stations. The DMI utility will
?
be used to determine natural st reamflow at CRDSS core stations.

A low-level DMI will be available to retrieve na tural streamflow at CRDSS core stations and at
?
inflow nodes on a monthly time step.

A database utility will be available that locates and retrieves the assigned order numbers of the
?
physical river basin system. Order numbers w ill establish a unique identifier for nodes, stream
gages, and water right structures. This data base utility will be developed in Tasks 1.05 and 1.08.
The procedures to estimate natural streamfl ow and inflow at network model nodes will be
?
fundamentally similar to the procedures used by th e U.S. Bureau of Reclamation (USBR) for the
Gunnison River basi n planning model.

1
A275 01.09.95 1.15-16 Hyre, Fosha
