CRDSS <br />TASK MEMORANDUM 1.15-14 <br />Water Rights Planning Model <br />Demand Time Series Data Management Interface Utility <br />1.0 ISSUE <br />This task memorandum documents the design considerations of the water demand time series DMI utility <br />( ). This utility will be used to estimate the water demand time series for the individual <br />demandts <br />and/or aggregated water rights and structures contained in the water rights planning model. The demand <br />time series DMI utility ( ) will access the <basin>.rit file created by the water rights DMI <br />demandts <br />utility ( ) and estimate the water demand for each key water right. A key right is defined as <br />watright <br />any primary structure or aggregated group of water rights explicitly represented in the water rights <br />planning model. <br />2.0 DISCUSSION/ANALYSIS <br />The anticipated methodology employed by the water rights modeling group for estimating water demand <br />is described in this section. <br />The water rights DMI utility ( ) will be used to define each of the key water rights within a <br />watright <br />basin that are to be included in the water rights planning model. The water rights DMI utility <br />( ) will create an output file called <basin>.rit listing the key water rights, including <br />watright <br />description, flow-weighted administration number, order number, estimated capacity, irrigation <br />efficiency, irrigated acreage, ID for associated consumptive use time series, and decree amount. <br />The demand time series DMI utility ( ) will read the <basin>.rit file created by the water <br />demandts <br />rights DMI utility ( ) and estimate water demand for each of the key rights using irrigated <br />watright <br />acreage, irrigation efficiency, and consumptive use rates. <br />Following are the assumptions concerning consumptive use rates and irrigated acreage: <br />A low-level DMI exists that returns the monthly or daily consumptive use rate time series in <br />? <br />feet given a CRDSS ID. The primary assumption is that the consumptive use group will <br />estimate consumptive use rates in time series form at some resolution within each basin. This <br />low-level DMI will be developed in Task 1.05. <br /> <br />A low-level DMI exists that returns the monthly or daily diversion time series for a specified <br />? <br />diversion structure. This low-level DMI will be developed in Task 1.05. <br />The demand time series DMI utility ( ) will be run from the command line by specifying the <br />demandts <br />program name, the basin, and command line options. A command line option is available to set an <br />adjustment factor specific to a key right. The adjustment factor is used to adjust estimated demand time <br />series based on specific knowledge of the key right. The global default for the adjustment factor is 1.0. <br />The local adjustment factor can be passed to the demand time series utility through the command line <br />1 <br />A275 01.09.95 1.15-14 Ritsch <br />
