administration number, an order number, an estimated capacity, the irrigated acreage, an associated <br />consumptive use time series ID, and a decree amount for each primary and non-primary water structure. <br />This step will be performed by the water rights modeling group using the water rights DMI utility <br />( ). <br />watright <br />Data browser utilities will be used by the water rights planning group to access and sort the CRDSS <br />water rights database. The water rights planning group will create the input required by the water rights <br />DMI utility ( ) using the data browser utilities described below, which were developed under <br />watright <br />Task 1.08. <br />A data browser utility exists that returns a list of the structures and their associated water rights, <br />? <br />including wdids, administration numbers, decree amounts, and names of all the water rights in a <br />specified water district, division, or basin subject to the following screening criteria: <br />1. Rights above a specified decreed flow rate <br />2. Rights not classified as domestic, stockwater, household, and recreational <br />3. Rights not classified as ground water wells <br />4. Rights classified as absolute and/or conditional <br />5. Rights classified as agricultural and/or municipal <br />6. Rights classified as active/non-active <br />7. Rights classified as storage rights <br />8. Rights above a specified administration number <br />9. No screening criteria, return all rights within division or district <br />This utility will also return structure information, including irrigated acreage, estimated <br />capacity, associated consumptive use ID, and order number. This utility should have the ability <br />to order water rights in an ascending or descending manner according to decree amount or <br />administration number. It will also be used to address access and sorting (step two in the <br />general methodology). <br />A data browser utility exists that returns the order numbers of the physical water resource <br />? <br />system of a specified river basin. The physical system consists of reservoirs, river confluences, <br />and U.S. Geological Survey (USGS) gages. This utility will be used to define the physical <br />system in terms of the order number for input into the water rights planning model. <br />A data browser utility exists that returns the valid basin IDs and begins the control file for a <br />? <br />specified basin. The control file is the input file to the DMI utility ( ) and is <br />watright <br />identified using the basin with an extension of ctl (<basin>.ctl). <br />The water rights planning group will use the data browser utilities and the information gained in the <br />initial basin investigation to create the <basin>.ctl file to the water rights DMI utility ( ). The <br />watright <br />water rights DMI utility ( ) will create an output file called <basin>.rit, which defines the <br />watright <br />primary structures and aggregated groups of water rights to be included in the water rights planning <br />model. The <basin>.rit file will be read by the water rights planning model interface to define the <br />demand network within the water rights planning model. The <basin>.rit file will also be read by the <br />demand time series DMI utility ( ) to create the estimated water demand time series for each <br />demandts <br />of the primary structures and aggregated groups of water rights.
