CRDSS <br />TASK MEMORANDUM 1.15-13 <br />Water Rights Planning Model <br />Water Rights Data Management Interface Utility <br />1.0 ISSUE <br />This task memorandum documents the design considerations of the agricultural water rights data <br />management interface (DMI) utility ( ). This utility will access the CRDSS wa ter rights <br />watright <br />database (which is populated with the State Engineer?s Office (SEO) water rights tabulation, WTRTDB), <br />sort and group the water rights structures according to decree amount and administration number, and <br />convert the data to input formats required for use in the water rights planning model. The output file <br />from the water rights DMI utility ( ) will also be used by the demand time series DMI utility <br />watright <br />( ) to estimate water demand time series. <br />demandts <br />2.0 DISCUSSION/ANALYSIS <br />General Methodology <br />The general methodology for implementing the water rights planning model for individual river basins is <br />described in this section. The general methodology is divided into four steps outlined below. <br />1.Initial Basin Investigation <br />Through consultation with Division Engineers, State personnel, and key water users, identify between 50 <br />and 100 primary water structures within each basin. Primary water structures include those structures <br />that posses the potential, because of their size and location, to influence water rights administration <br />throughout the basin. Primary water structures will be explicitly represented in the water rights planning <br />model. <br />2.Access to and Sorting of CRDSS Water Rights Database <br />Access the CRDSS water rights database to obtain and sort all of the water rights associated with each <br />primary and non-primary structure by administration number and/or decree amount. This step will be <br />performed using the report generation functionality of the data browser. <br />3.Water Rights Aggregation <br />Aggregate non-primary water structures according to physical location and/or administration number. <br />This step will be performed by the water rights modeling group using the water rights DMI utility <br />( ). <br />watright <br />4.Input to Water Rights Planning Model <br />Create a file listing each of the primary structures and aggregated groups of water rights to be <br />incorporated into the water rights planning model.
