CRDSS <br />TASK MEMORANDUM 1.15-8 <br />Water Rights Planning Model <br />Review of the River Basin Model CORSIM II <br />1.0 ISSUE <br />The purpose of this task memorandum is to generally describe the computer model CORSIM II and <br />to summarize the model's functionality related to the CRDSS project based upon the Level One <br />decision criteria presented in CRDSS Task Memorandum 1.15-2. In order for CORSIM II to be <br />considered as a possible candidate for the CRDSS water rights planning model, it must satisfactorily <br />meet the requirements of the evaluation criteria. <br />2.0 DISCUSSION/ANALYSIS <br />CORSIM II is a privately owned computer model which was originally developed in the early 1970s. <br />Currently, 13 entities, representing industrial, municipal, agricultural, and public utility interests <br />participate in sponsoring the proprietary model: <br />Oxy U.S.A., Inc Denver Water <br />? ? <br />Rio Blanco Oil Shale Company Chevron Shale Oil Company <br />? ? <br />Exxon Coal & Mineral Shell Western E&P, Inc. <br />? ? <br />Northern Colorado Water Colorado River Water Conservatio n <br />? ? <br />Conservation District District <br />Getty Oil Exploration Company City of Colorado Springs <br />? ? <br />Mobil Oil Corporation The Oil Shale Corporation <br />? ? <br />Union Oil Company of <br />? <br />California <br />The model was developed as a tool for the participants to individually use for the investigation and <br />study of water rights on the Colorado and White Rivers within the State of Colorado. The original <br />objectives of the CORSIM Project were defined by two components: 1) the computer model should <br />be adaptable to any stream system, and 2) development of a detailed database containing the <br />hydrological data for the Colorado and White River study areas. It is our understanding that the <br />CORSIM II code is written in an outdated IBM extension of FORTRAN and does not fully comply <br />with ANSI standards. Porting of the source code to the CRDSS would be very difficult and time <br />consuming. <br />In 1989, the consultants who originally developed and managed the CORSIM II model ceased to <br />provide these services. Through a selection process of qualified companies, Boyle Engineering <br />Corporation was selected to resume these duties and currently provides continued maintenance and <br />management services for CORSIM II. Because the CORSIM II model is privately owned, it has not <br />been available to the CRDSS project for review and evaluation as a possible water rights planning <br />model. <br />1 <br />A275 05.10.94 1.15-8 Fosha, Hyre <br />
