functionality of the selected model will satisfy the intended purposes of the CRDSS, including the <br />specific water rights issues identified in the Project Feasibility Report. <br />TABLE 1 <br />LEVEL ONE DECISION CRITERIA FOR <br />EVALUATION OF THE CRDSS WATER RIGHTS PLANNING MODEL <br />1.Availability of model for use in the CRDSS project: <br />a)Availability of the executable and source codes. <br />b) Access to code in order to make changes or modify. <br />c) If model is available, conditions of licensing agreement or other restriction s <br />of use. <br />2.Model functionality relative to the intended purposes of the CRDSS projec t. <br />The model must be capable of simulating the following essential features: <br />a) Water rights (Priorities). <br />b) Reservoir operation and accounting. <br />c) Water rights exchanges. <br />d) In-stream flow requirements. <br />e) Monthly time-step. <br />f) Model return flows. <br />3.The model must have a satisfactory history of past applications in which th e <br />essential features of the model have been thoroughly tested. <br />4.The model must have acceptable documentation, including a current user 's <br />manual describing the model's basic solution logic, data requirements, fil e <br />structure, output capabilities, and error messages. <br />2 <br />A275 05.10.94 1.15-2 Fosha, Hyre <br />
