2) Very junior rights (admin number > 90000.00000) should be treated, for the purpose of the <br />diversion estimate, as though they have an appropriation date equal to the appropriation date <br />of the most senior of the structure's rights. For example, suppose a structure has the <br />following rights: <br /> Appropriation <br />ID Name Date Right <br />430605.01 Whatever Ditch 10/21/1920 10.0 <br />430905.02 Whatever Ditch 5/31/1938 2.5 <br />430905.03 Whatever Ditch Post-2040 999. <br /> (admin # = 90000+) <br />The diversion estimate would be zero prior to 10/1920 because the structure has no water <br />right from 1908 to October, 1920. The structure would be "constrained" to 999 + 10 cfs <br />after that date. The estimate would be subjected to demandts's constraining logic, but <br />because the decreed amount is so high, there would be no constraint in practical terms. <br />3) If a right has only a very junior right, it should be treated as though the appropriation date is <br />very early, that is, as if the administration number is 0.0. This logic is required because the <br />code has to do something if there is no other water right. In addition, it is essential for the <br />New Mexico structures in the San Juan and two or three Colorado structures that have "real" <br />decreed amounts but have to operate last when simulating. That is, the diversion estimate <br />should be constrained throughout the study period to the amount of the junior water right. <br />4) Add an option "-exempt(wdid,wdid, .....)". Structures listed as arguments in this option <br />should not be subject to the water rights constraining logic at all. This option is necessary <br />for structures that have a default water right, that is, admin number of 99999.99999 and <br />decreed amount of zero, and no other water rights. Watright puts a default right in the .ddr <br />file when it finds no rights in the database, so Water District 95 structures and structures that <br />act solely as carriers fall into this category. Absent the -exempt option, estimates for these <br />structures would be constrained to zero diversions for 1908 forward, in accordance with <br />items 2) and 3) above. <br />5) Add an option "-setconstbefore(wdid,value,date)". The format is patterned after a similar <br />option for tstools. Estimated diversions for structure wdid are set to value prior to date, <br />regardless of all other treatment. Demandts should apply this logic after all other data <br />estimating logic has been applied. The option can be applied anywhere that the <br />appropriation date is known to not represent the on-line date. For example, any right that <br />was first decreed conditionally through an action that established intent to appropriate, but <br />perfected later, probably has an appropriation date that precedes the date when water was <br />actually diverted. Where we have knowledge of this situation, we can use this option. Other <br />applications for this option are the Green Mountain demands or the New Mexico power <br />structures. The Green Mountain Contract demand, for example, has a default right. It would <br />have to be included in the -exempt list, and have a -setconstbefore instruction. Assuming <br />the New Mexico power plants came on-line recently and those dates are available, these <br />structures likewise need to be in the -exempt list and have a -setconstbefore option. <br />Appendix E E-87 <br />
