Title
RGDSS Surface Water Scope of Work
Description
The objectives of this scope of work are as follows: 1) To apply and enhance an existing data centered surface water modeling system to the San Luis Valley that interacts with the State's central database (HydroBase) and other RGDSS planning tools. 2) To calibrate and test, via application, a San Luis Valley Surface Water Model that, is 100% data centered. 3) To coordinate and share the surface water investigations with SLV water users, the State, a technical subcommittee and other RGDSS contractors.

Scope of Work
Rio Grande Decision Support System -
Surface Water Component
November 8, 1998
Introduction
Following is the Scope of Work for the Surface Water component of the Rio Grande
Decision Support System. The objectives of this scope of work are as follows:
1. To apply and enhance an existing data centered surface water modeling system to the
San Luis Valley that interacts with the State's central database (HydroBase) and other
RGDSS planning tools.
2. To calibrate and test, via application, a San Luis Valley Surface Water Model that, is
100% data centered.
3. To coordinate and share the surface water investigations with SLV water users, the
State, a technical subcommittee and other RGDSS contractors.
Table 1 lists the activities that have been identified in this Scope of Work to achieve these
goals. Note tasks 1-14 are expected to occur with the Phase 1 (Fiscal year 1998-9) funding.
Similarly tasks 15-19 and 20-23 are expected to occur with Phase 2 (FY 1999-00) and Phase
3 (FY 2000-01) funding respectively.
Objective 1 is addressed in Tasks 1 - 5 by obtaining a copy of HydroBase, the tools
associated with an existing data centered surface water modeling system, identifying the
study period, reviewing past modeling efforts, and conducting basin meetings. In addition,
enhancements to the existing surface water model, StateMod, which will be performed by the
State, will be verified by the Contractor. These enhancements are expected to include: 1)
refining the system efficiency component, 2) adding a ground water component; and 3)
adding a futile call component. Other enhancements to the StateMod model may also be
made by the State as determined necessary over the course of the project.
RGDSS Surface Water Scope of Work 1 11/8/98
