Scope of Work <br />Rio Grande Decision Support System - <br />Surface Water Component <br />November 8, 1998 <br />Introduction <br />Following is the Scope of Work for the Surface Water component of the Rio Grande <br />Decision Support System. The objectives of this scope of work are as follows: <br />1. To apply and enhance an existing data centered surface water modeling system to the <br />San Luis Valley that interacts with the State's central database (HydroBase) and other <br />RGDSS planning tools. <br />2. To calibrate and test, via application, a San Luis Valley Surface Water Model that, is <br />100% data centered. <br />3. To coordinate and share the surface water investigations with SLV water users, the <br />State, a technical subcommittee and other RGDSS contractors. <br />Table 1 lists the activities that have been identified in this Scope of Work to achieve these <br />goals. Note tasks 1-14 are expected to occur with the Phase 1 (Fiscal year 1998-9) funding. <br />Similarly tasks 15-19 and 20-23 are expected to occur with Phase 2 (FY 1999-00) and Phase <br />3 (FY 2000-01) funding respectively. <br />Objective 1 is addressed in Tasks 1 - 5 by obtaining a copy of HydroBase, the tools <br />associated with an existing data centered surface water modeling system, identifying the <br />study period, reviewing past modeling efforts, and conducting basin meetings. In addition, <br />enhancements to the existing surface water model, StateMod, which will be performed by the <br />State, will be verified by the Contractor. These enhancements are expected to include: 1) <br />refining the system efficiency component, 2) adding a ground water component; and 3) <br />adding a futile call component. Other enhancements to the StateMod model may also be <br />made by the State as determined necessary over the course of the project. <br />RGDSS Surface Water Scope of Work 1 11/8/98 <br />
