The River Call sheets from 1981 to present included all the same data recorded from 1950 to <br />1980. In addition, they generally include the date the call was released and recorded bypass call <br />information as follows: <br />Bypass calls are consistently and explicitly recorded starting in water year 1990. Prior to <br />the late-1980s, bypass calls were typically recorded at the location of the junior water <br />right, although the Districts Affected was used to indicate the location of the calling right. <br />For example, the Burlington Ditch 11/20/1885 call recorded affecting Water District 7 - <br />Clear Creek. The Water District 7 confluence is downstream of the Burlington Ditch, <br />implying the Burlington Ditch water right was operated as a bypass to a downstream, <br />senior right. <br />• Bypass calls to Water District 2 are predominantly recorded to the Burlington Ditch <br />headgate. Bypass calls within Water District 2 are typically recorded to the Jay Thomas <br />Ditch and Western Mutual Ditch. <br />Bypass calls to ditches located in Water District 1 and from Water District 1 ditches to <br />the Sterling Irrigation Company No. 1 Ditch (Sterling No. 1) did not start being explicitly <br />recorded until the late-1990s. <br />Historical Calls -North Platte River, Laramie River, and Sand Creek <br />Call records are available in HydroBase for the North Platte River basin starting in 2002. Erin <br />Light with the Division 6 office provided paper copies of the River Calls from the Division 6 <br />Annual Reports for water years 1995 to 1999 and 2001. We reviewed available Annual Reports <br />at the SEO Records office and copied the River Calls for water years 1993 and 2000, the only <br />years for which additional call data were available for Water District 47. Calls for the Laramie <br />River basin (Water District 48) and the Sand Creek basin (Water District 76) are not officially <br />recorded. <br />Water Development- South Platte River <br />The South Platte River basin has experienced significant growth during the 1950 to present study <br />period, resulting in additional supplies, uses, and changes of use of water. These changes in <br />water development could change the river call regime over time. Major water developments in <br />the South Platte River study area during the 1950 to present study period are summarized below <br />and discussed in more detail in the SPDSS Task 1Research andldentifyAppropriate Study <br />Period memorandum: <br />• Mid-1950s to present Full operation of Colorado-Big Thompson project <br />• Mid-1950s to present Significant increases in agricultural use of ground water <br />supplies <br />Page 4 of 14 <br />
